Brian N. Allen, 41, Kane, Pa., was charged by City of Warren police on April 28 with criminal use of a communications facility, conspiracy (possession with intent to deliver), possession of drug paraphernalia, possession of a controlled substance, possession of a small amount of marijuana and driving while operating privilege suspended or revoked from an incident that occurred on April 28 in the City of Warren. He was also charged by city police on April 29 with an offensive weapons charge and two counts of possession of drug paraphernalia from an incident that occurred on April 28.

Leroy T. Phelps, 25, Warren, was charged by City of Warren police on April 29 with simple assault and harassment from an incident that occurred on April 27 in the City of Warren.

Arthur Khurshudyan, 46, Erie, Pa., was charged by City of Warren police on April 29 with DUI, two counts of possession of a controlled substance, possession of drug paraphernalia, driving license suspended DUI related, obedience to traffic control devices, operating a vehicle without required financial responsibility and fail to use safety belt from an incident that occurred on April 23 in the City of Warren.

Alicia M. Corey, 41, Warren, was charged by Conewango Township police on April 28 with DUI and resisting arrest from an incident that occurred on April 27 in Conewango Township.
