Blight panel affords owners more time

The City of Warren Blighted Property Committee is willing to give property owners that are making progress a valuable commodity — time.

That was the case on Thursday regarding several properties on its docket.

The first was 820 Carbon Place.

Zoning and ordinance enforcement official Scott Taylor outlined some material and medical challenges impacting movement on this property but explained structural work was started.

The owner, John Arndt, claimed that the structure is landlocked, meaning materials have to be carried in, but that the property is cleaned up “for the most part.”

He was critical of the blight designation.

“We’re moving forward the best we can,” he said, explaining that the future use of the property is not yet settled. He added that his goal is to make the property nicer than the ones around it.

The committee approved a motion to bring the property back before the committee in August, the same action taken regarding the property at 104 Water St.

Taylor said movement on that commercial structure is halted while architectural drawings are drafted.

Committee member Maurice Cashman noted that rehabilitating that structure is a “long-term project…. I can see this being around for years.”

Taylor said there has been more movement on it in the last year, though, since 2007.

“There is light at the end of the tunnel,” he said. “(We are) just a ways away from the (light).”

The committee’s action would bring this property back for review continuously each quarter.

Action was also tabled until July against 209 Jackson Ave. Taylor said the owner of that property has been very receptive to getting things done.
