Traffic stop lands Russell man in jail on drug charges

A Sunday night traffic stop in Pine Grove Twp. yielded much more than vehicle violations.

A Russell man, Michael Baxter, 37, 447 N. Main St., faces a litany of drug charges as a result, including felonies for possession with intent to deliver.

According to the affidavit of probable cause, detectives were on patrol Sunday night on Market St. in North Warren when they recognized a known individual operating a vehicle on a permit only.

Detectives say they then observed the vehicle strike the yellow center line three times, initiating a traffic stop at the 400 block of S. Main St.

Baxter, police allege, admitted to driving on the permit.

“While speaking with Baxter he was visibly nervous,” police allege. “His hand was trembling… and he would not make eye contact with me.” Police concluded he was under the influence of a stimulant.

Police say Baxter consented to a search both his person and the vehicle.

“A search of the vehicle,” detectives said, “had yielded approximately 56 grams of methamphetamine and five grams of fentanyl in the backseat of the pickup.”

Detectives quoted Baxter saying “Damn, another PWID,” which stands for possession with intent to deliver.

“Baxter had confirmed the weight of the controlled substances located in his truck during an interview stating he received it from an individual in the City of Warren,” the affidavit alleges. “Further discussion had revealed he had just returned from TItusville, Pa.”

Detectives say he also “confirmed a recent sale of methamphetamine to a known drug user after being confronted about the intent to distribute.”

Online court records show Baxter was charged Monday with two counts of possession with intent to deliver, two counts of possession of a controlled substance, three counts of possession of drug paraphernalia and two traffic violations — fail to keep right and disregard traffic lane.”

Those records indicate he was arraigned by District Judge Raymond Zydonik shortly before 4 a.m. Monday and placed in the county jail in lieu of $50,000 bail.
