Sheffield Township Tax Collector Notes

Reminder that any 2017 Real Estate tax payments must be in the form of a cashier’s check or money order. Personal checks will be returned. April 13 is the final day that payments will be accepted. Payments are to be made payable to “Lorie Corbin, Tax Collector” and must be mailed to P.O. Box 997, Sheffield, PA 16347.”

Community Fund of Sheffield

Sheffield is looking at starting a “Sheffield Community Fund” through the Community Foundation of Warren County. There will be meeting on Wednesday, April 25, at 7 p.m. at the Sheffield Food Pantry to anybody would be interested in being a part of this committee. Contact the Sheffield Township Supervisor’s office at 968-3906 if you have any questions.

Recycling Event at Sheffield High School

On Saturday, April 21, from 9 a.m. to 1 p.m., ECS&R will be holding a recycling event at Sheffield High School. This a pre-register recycling event so please call 1-866-815-0016 or register online at www.ecsr.net, and schedule a time for you to get rid of your electronics or household items. This will be an opportunity for those who have those big old tv’s to get rid of them.

Sheffield Cemetery Board of Directors

The Sheffield Cemetery Board of Directors wants to remind all lot owners that all wreaths and decorations must be removed by April 15 to prepare for the mowing season. All will be removed if left behind, these items ruin the equipment. So please remove any and all items on the lots. Also the sexton and workers will be cleaning up the graves from over the winter, so please be patient with them they will get them looking good.

Sheffield Rotary and UPMC Kane Multiphasic Blood Screening

On Saturday, May 5, from 6 to 9:30 a.m., at the Sheffield Area Medical Center at 511 South Main Street, there will be a Multiphasic Blood Screening 30 tests for $40. Vitamin D, Hepatitis C, A1c, TSH, PSA and Occult Blood Testing are also available for an additional fee. To register call 814-837-4570 or 1-800-565-9200 ask for ext 4570. Registration is preferred. Walk-ins are welcome , but a $10 charge will be applied.

Sheffield Township Supervisors Meeting March 19

Spicer Road residents were present asking about the progress on the bank stabilization project for Spicer Road. They also stated that potholes need filled along this road as well. Supervisor Fitch stated that we are currently working with the Warren County Conservation District to obtain a dirt and gravel low volume maintenance grant for Spicer Road in 2019. Bob Henessey of Fox and Sons, Township Engineer Jeff Holcomb and Roadmaster Lester met with Heather Wilcox and Amanda Fredericks of the Warren County Conservation office recently reviewing the cost estimates of soil nailing, which was around $60,000. The entire project will be around $100,000. Supervisor Fitch stated we want to do what’s best for all and are entertaining all options.

Roadmaster Lester explained the soil nailing process. Supervisor Bulicz asked the other supervisors their thoughts on this project and stated that this would be our entire roads budget for 2019 costing the township around $60,000, the grant for low volume is $40,000.

A resident of Mill Street asked if you are allowed to start a business on First Mill Street without permits. Supervisor Paris stated that Sheffield Township is not zoned and does not require permits for starting a business. This resident also stated that the township was once again plowing up the wrong side of the road and if she gets injured or her car gets hit, the township will be held liable. She stated that the township should not be plowing up the wrong side of the road. She also asked why the township truck was down in the trailer park area.

The roadmaster stated that he was not in the trailer park, but at the old Groboski’s property checking on the millings that the township is storing there and making sure that there is room for more. Supervisor Fitch stated that he has spoken with the road crew about plowing the wrong way and to make sure his lights are on at all times.

Highlander Energy was in on March 19 and made the necessary repairs to the boiler and the state boiler inspector was contacted. The gentlemen who threw away the large wall heater in the recycling center contacted the office and apologized for throwing this in there; he was unaware of it not being allowed.

Sheffield Township has been awarded the Dirt Gravel Road Grant for 2018 in the amount of $171,265.00 for Henry’s Mills Road — 1,500 feet from the blacktop to the top will be repaired. The bid opening will be April 16. The secretary is currently working with Heather Wilcox of the Conservation office to get the bid put together and get it advertised. Roadmaster Lester reviewed the list of in-kind that the township will be doing for this project. The township will provide all the materials and be backfilling and preparing the head walls. He is currently getting quotes for pipe. The secretary reported that the township will receive a first payment of $69,850 and the rest would be forwarded at time of completion. It was suggested to open an account called “Sheffield Township Grant Projects” when the check is received.

City of Warren Building Codes inspector stopped in on March 7, asking about the new house on Leather Street. He received a phone call asking about this property and the new house on it and if any permits were acquired. He informed the supervisors that no permits were obtained prior to construction.

AT&T will be replacing antennas and associated equipment to their existing wireless facility located on Bull Hill Road.

Parks & Recreations and Tree Commission meetings need to be set up. Supervisor Paris asked that the secretary for the notes from previous years and she will look them over and get a date for a meeting. It was mentioned that Arbor Day is Friday, April 27, and this is one event that the Parks & Rec and Tree Commission help to put on along with the 5th grade of Sheffield Elementary School and the Sheffield Lions Club.

Seasonal Parks Job Description was reviewed and Supervisor Paris stated that the issue with the equipment was addressed and she made a motion to accept the job description. A discussion was held in regards to the yellow paint that is used on the curb outside of the food pantry building. The township really needs to get better quality paint that will stand up to weather. The roadmaster will look into this.

The Redevelopment Authority met on Tuesday, February 20, and the following are the minutes of the properties located in our township: Their next meeting was Tuesday, March 20.

Dan Glotz stated that Mr. Hilyer was going to have the electric turned on, tear the porch off, and there had been a pile of burnable debris that Mr. Hilyer was going to haul away. James Steffan stated that he would visit the property to see what the current status is. This item will be tabled until next month.

— Ingersoll Financial No. 44 Land Trust property (formerly Harbour Portfolio VIII LP) at 4582 Route 6, Sheffield Township, Parcel No. SH-365-8913

Attorney Stapleford stated that the conservatorship hearing previously scheduled prior to the Judical tax sale in May has been rescheduled for June 5th.

Attorney Stapleford reported that she received both a tax notice and the property evaluation from Donna Zariczny, along with Inscale’s recommendation. Inscale conducted a building inspection and they estimate between $80,000 – $150,000 to rehab it. The township was to go in and secure the front door after Inscale was there. The roof is in good condition. Attorney Stapleford will contact the neighbors on either side to see if they are interested in the property as is and then part of the final plan is to go the Court to see if this can be sold free and clear.

Dan Glotz presented photos of this property. Jessica Camp was in attendance at today’s meeting and explained that she is interested in rehabbing the structure for a relative. John Whipple sent in a letter indicating that he is not interested in this property, but his name is still on the deed. The taxes are current on this property, but there are no utilities connected. Dan Glotz read aloud the Analysis Report from the Township indicating what items are causing this property to be blighted. Ms. Camp expressed that it’s difficult for her to try to fix the house up when Mr. Whipple’s name is still on the deed. Attorney Stapleford suggested that Ms. Camp prepare a deed and send it to Mr. Whipple for his signature. Pamela Matve asked Ms. Camp to send the RDA an update for the March meeting.

Forest Recycling will bring us a container for scrap for the township clean-up day on June 16 at no charge. They will remove the scrap and take the funds they receive. They don’t have any place for recycling of TV’s though. The Roadmaster suggested we get two roll offs for scrap. The Mill Street resident asked if there was any help for ahlzeimer patients in our township. She stated there are two individuals on 1st Mill Street that could use some assistance. Supervisor Paris stated that she has fliers at her business for the “Take Me Home” program that our fire department is trained to assist with.

Township Solicitor Andrea Stapleford has reviewed extensive records from the Courthouse regarding Cottage Avenue and it accessibility. In addition to the right-of-way language that is in various documents that are on record at the Courthouse, it is my understanding that Cottage Avenue is a township road. Given this, Cottage Avenue is open for access to any member of the public, including but not limited to the Township and its agents, employees, staff and Supervisors. In addition, there are numerous documents in the chain of title for the Treatment Plant property which provide for “all necessary rights of way for wagon roads, sled roads, log slides and tramroads through, over and across” the Christian lands for purposes of accessing other lands, a portion of which was conveyed to the Municipal Authority. Even though we no longer need roads for wagons, sleds and the like, the use of this road for the purpose of ingress and egress is still permissible based on this earlier language. The secretary is to let the solicitor know to proceed with filing the complaint. A courtesy letter will be sent to the owner of the Cottage Avenue property in regards to burning of trash as well. DEP is to be notified that he is doing this as well.

Supervisor Bulicz stated that a courtesy letter will be sent to owner of 46 Hathaway Lane granting him until the Spring Road Inspection to get his property cleaned up.

Supervisor Paris stated that owner of 1410 Route 948 did not contact her and is not present tonight at the meeting as he was suppose to be here per our last meeting minutes. Supervisor Fitch stated that he noticed a trailer full of junk and it looks like he is doing something. Supervisors granted him 2 more weeks for clean- up of 1410 Route 948. However a courtesy letter will be sent to him and his son and girlfriend for the vehicles and debris at 214 Horton Avenue.

Supervisor Paris stated that the fire hydrants all need painted once again. Perhaps the scouts can do this for one of their projects. The secretary will speak with Mrs. O’Donnell and Mr. Smith of Boy Scout Troup No 35 in regards to this. They will need to use a two part paint and brush on not spray paint and hopefully this will last longer.

Supervisor Paris spoke on the gas line that National Fuel Gas placed on Henry’s Mills Road. She stated they did not put this gas line in where they were suppose to and it is right in our ditches and not up on the bank where the flags are located. It was discussed to send a letter to National Fuel Gas and inform them of this. Supervisor Bulicz stated he would just contact Mr. Young and talk to him rather than send a letter. Supervisor Paris asked again about the Strate Welding contract and why we aren’t using the larger tanks if we are paying for them. The Roadmaster will contact Strate Welding.

Other matters discussed:

— Weldbank Energy Corp is drilling in Mead Township.

— Pennhills Resources will be drilling Howe Township.

— 2017 Audit has been filed with DCED and was on hand for your review.

— We received notification from the Allegheny National Forest Supervisors’ Office on how much we will be receiving for forestry earnings, $42,975.04. Last year we received $43,904.00

— Liquid Fuels Audit was complete for 2016-2017 with no findings.

The next meeting of the supervisors is April 16 at 7:30 p.m. at the Sheffield Food Pantry.

Scheduled this week for the Senior Center on Monday, April 9, Jill Curtis with Healthy Living for your Brain at 11 a.m. Lifestyle habits are associated with healthy aging: cognitive activity, physical health, exercise, diet, nutrition and social engagement. Jill will discuss steps we can take to improve or maintain overall health in each area. Also on Monday is the Healthy Living Workshop. If you have or take care of someone with ongoing health conditions take advantage of this free workshop. We invite you to learn techniques to deal with problems such as frustration, fatigue and pain.
