The replacement of the water line on Willow Street will begin Monday, June 19. No through traffic will be allowed during the project, but residents will have access to their homes. Due to the narrow width of the street, the portion of the street where work is being done will be closed.
Klingensmith Enterprises of Conneaut Lake began work this past week on replacement of the main water line on Willow Street. This $102,725 project will be paid for with Community Development Block Grant (CDBG) funds which are administered by the Warren County Planning and Zoning Commission.
This project involves the replacement of a 6-inch cast iron water line, with 8″ PVC pipe, on Willow Street in the Village of Sheffield. This water line is one of the few sections in the Village that wasn’t upgraded in the 1989 to 2004 timeframe when most of the original system was replaced with PVC pipe. According to the Sheffield water system operators, this line is very susceptible to freezing and breaking in the winter. The operators have repaired several major breaks in this section in the last two winters, under miserable working conditions, and at a great inconvenience to the residents it serves. This line is fed from a main line on West Main Street and is looped to that street with Tionesta Street and Dunham Street. 13 residences are served by the section of the line to be replaced. This project will replace the cast iron main line with PVC pipe, the short feed from the main line to the curb boxes, and the curb boxes themselves. The line from the curb boxes to the houses will not be replaced. The feeds to two existing fire hydrants will be replaced, and affected street pavement and driveways will be restored. Water service to residents will be maintained during this construction. Once the new line is complete, there will be a brief service interruption for the change-over. Inconvenience to water customers on Willow Street should be minimal. The project is expected to about one month to complete, assuming average weather.
There will be no through traffic on Willow Street.
Sheffield Township Supervisors
The Sheffield Township Supervisors met on Monday, May 15th for their semi-monthly meeting. During the meeting Chief, Kevin Bell from the Sheffield Volunteer Fire Department was present asking for payment out of the fire fund for a bill for the troubleshooting of 728 Utility at Midtown Motors. The bill is $150 for re-programming the computer. Supervisor Paris reviewed the bill and found that we were charged tax on it. Mr. Bell will speak with Midtown to remove the tax. Mr. Bell also had complaints about the on-going parking in front of the dry hydrants at the fire department. Roadmaster Thayer stated that he had “No Parking” signs that he will put up around the hydrant. Dan will meet with Kevin to see where he wants them to go. Kevin stated that the fire department will pay for them if ones need to be ordered. Mr. Bell thanked the roadcrew for smashing the car for the mock accident at the high school on May 11th. The secretary asked Mr. Bell who pays for the helicopter and all the ambulance personnel that is utilized during this. Mr. Bell stated it is all volunteer and donated.
Quotes were received from Casella Waste and Advanced Disposal for our Spring Clean Up day on Saturday, June 24th. Supervisor Bulicz has reviewed these quotes. Advanced Disposal’s quote from last year was $4,428.35 and they are giving us the same quote for this year. $75 for a roll and $175 for a pick up. Casella’s quote based on last year’s amounts of garbage would be $6,621.63 and this is $50 a roll off and $420 for pick up. Advanced Disposal will be our trash collection company for the spring clean-up day 2017. The ad for Clean-up day was reviewed and the prices remain the same.
Bid packet is ready for review for the 2017 Paving Project for Sheffield Township. Josh Montgomery of PennDOT prepared the paperwork for us. Roadmaster Thayer will review the bid results for the tar and chipping with the county joint purchase. Supervisor Bulicz reviewed the three options that are being bid out. Opt 1 is for Henrys Mills Road and Saybrook Road apron between railroad tracks and Route 6, Opt 2 Henrys Mills Road, Saybrook Road apron between railroad tracks and Route 6, and Foulkrod Street and Opt 3 is Henrys Mills Road, Saybrook Road apron between railroad tracks and Route 6, Foulkrod Street, Elk Street,
Leather Street and Center Street to Bridge approach. The project will be advertised. Road master Thayer reviewed the bid for the municipal joint project. Suit Kote won the MC70 bid for $2.237 unit price and Russell Standard won the seal coating bid at $1.097 per unit. The seal coating that will be done in Sheffield is as follows: Four Mile Road, Cemetery Road, School Street and Tollgate Road. Supervisor Paris stated that tar and chipping Cemetery Road is just a band aid for this road it needs to be blacktopped. Supervisor Paris asked the Roadmaster if he keeps a file on each road as to what has been done to each road. The Roadmaster stated that no he does not have a written file for each road.
The Rotary has asked that the Township take back the mowing of the park on Route 6/ Crary Avenue. In the past they have had high school students that need hours for their senior projects do the work, but this is no longer taking place. The supervisors agreed that this is the townships property and we should be mowing in and thank you to the Rotary for mowing it as long as they did.
Steve McNeal’s bid was received for removal of the trees on Spicer Road at $150 He has been contacted to remove these trees and also for his insurance certificate. HA Thompson is going to be giving us a quote on our township insurance as well, they carry our Treasurer’s Bond for the secretary/treasurer. Matson is planning on coming on Monday, June 19th at 6PM to meet with supervisors to go over their quote. Burns & Burns will be attending a meeting on June 5th at 6pm to go over their quote. The secretary has contacted Penelec in regards to the street light at the corner of Whipple Street and Van Ettan Avenue they are going to re-direct the light. Also complaints received with the condition of the electric poles at corner of Church Street and Radaker Street. Both of these poles belong to Windstream and are on a work order to be replaced by Windstream. Complaints received from John Dipierro’s property on Saybrook Road. There is a huge pile of tires that is a harboring grounds for mosquitoes. Roadmaster Thayer will get pictures and a courtesy letter will be sent to Mr. Dipierro.
Horton Avenue resident complained about the Elicker property in regards to the grass violations. The road crew will mow this property or have the prisoners mow it when they are here.
Sheffield Township property updates from the blighted property committee are as follows: Steven R. & Luann Young property at 61 Second Mill St., Sheffield Twp., Parcel #SH-354-9295 Attorney Stapleford stated that Mr. Young was going to finish cleaning up once the weather improved and the yard dried out. Roadmaster will take pictures of this property and a violation letter will be sent.
Property at 4582 Route 6, Sheffield Township, owned by Harbour Portfolio VIII LP, Parcel No. SH-365-8913A bid was made on this property. Attorney Stapleford stated that, meanwhile, the property was sold directly by Harbour Portfolio. The deed was prepared and recorded. The Tax Claim Office is working on contacting the new owner (Ingersol Financial #44 Land Trust in Orlando, Florida).
Ken Win, LLC property located at 114 & 116 West Main St., Sheffield, Parcel #SH-355-9556, Sheffield Township: Attorney Stapleford will send Mr. Win a letter. The township will also mow this property.
Complaints received about the condition of the park and the need for more mulch and weeding being done. Also weeds are invading the track. Track season is over now and the weeds are taking over the edge of the track. It was also discussed that the track is in need of lining and the secretary was instructed to contact the
company that lined it the first time for a quote. Supervisor Paris will contact an individual for the mulch for the playground and she will work on the weeding of the park herself with the vinegar, dawn and Epson salt mix.
There is a tree at Tionesta Park behind the bathrooms that is dead and needs to come down. Roadmaster Thayer stated that we should contact Lonny Heeter or Steve McNeal to remove it because of its location.
Mary Anne Nau of the City of Warren informs us that the owners of 107 Crary Avenue are building without proper permits and refusing to follow the laws. The male individual at this property has verbally abused the inspectors from the City of Warren and they are now going to file charges with the district magistrate’s office.
Ryan Lemay and Julia Vile have both agreed to come back to our Summer Recreation Program. To date the township has received $1590 in contributions. This program starts on June 19th at 9AM -3PM Monday through Friday.
Roadmaster Thayer reported that he has received complaints with the old Mill Street store. There is a camping trailer parked on the property and no sewage is hooked up to the trailer. He has been told that they have been dumping raw sewage from the camper. The supervisors asked the Roadmaster to get pictures of the property and the secretary is to contact Todd Fantasky, Sewage Enforcement officer to investigate this property.
Roadmaster Thayer asked for permission to order 20 plus ton of cold patch delivered under the co-stars pricing. Should be around $2,000 he stated. Supervisor Paris reminded the Roadmaster to be sure and tarp it. Roadmaster Thayer stated that Ç would be stored behind the building and the other Ç will be used rather quickly around town. The huge dip on Leather Street was discussed and the potential of this cold patch being used in there.
Hayley Corbin reported from the high school that the Keystone testing would be taking next week. The county Academic bowl would be taking place in Youngsville and Sheffield had 2 teams of 4 going. June 2 is the awards ceremony at SAMSHS.
Other matters discussed:
– The supervisors are invited to Mary Anne Nau, BCO City of Warren’s “Fly the Coop” retirement party at the Conewango Club in Warren on May 31st from 6-8pm, it’s a pasta buffet for $18.27 per person.
– Cameron Energy will be drilling 5 wells in Sheffield Township
-Municipal Authority Minutes and Operating Report for April is on hand for your review.
– We received notification from the US Forestry that we will be receiving $46,287.86 in forestry earning this year. We received $44,092.59 last year. The next Supervisors Meeting is June 19th at 7:30PM at the Sheffield Hospitality Center.
Sheffield “Our Town”
WPSU is once again working with Sheffield and the surrounding areas to put together the “Our Town” Sheffield. The last time this was done was in 2009. On Wednesday, June 28th at 6:30PM at the Sheffield Hospitality Center they be holding a community meeting. During this meeting folks from the town who are wishing to take part in this video presentation are asked to come and give their ideas. It’s a community meeting and you are all welcome!!
Garbage and Bears
Citizens are reminded to please do not put out your trash the night before trash pick up day. The bears are taking the trash and scattering it in your neighbor’s yards.
Clarendon Summer Playground Program

A Celebration of Anne Sleeman’s Life

Open trap practice on Mondays from 6-8 p.m. for anybody who wants to learn trap shooting or anybody who just wants to shoot. All are welcome.
Piyo Class
Piyo class at the Lions Den on Tuesdays is done for the summer season. It will start back up the first week of September from 6 to 7 p.m.
Sheffield Township Supervisors
The supervisors have been notified by Penn DOT that Route 666/948 will be closed at 8AM on Friday, August 25th and remain completely closed to traffic until Sunday, August 27th at 11AM. The contractors will be working 24 hours a day to complete the replacement of the box culvert in the road. There will be a detour in place.
Sheffield Rotary Golf Scramble at Blueberry Hill Golf Course
The 20th Annual Sheffield Rotary Club Golf Scramble is being held at the Blueberry Hill Golf Course in Scandia, PA on Saturday, June 24, with a shotgun start at 1:30 p.m. Cost is $60 non-members and $44 for members of the Blueberry Hill Golf Course. Cost includes green fees, cart, cash and merchandise prizes and dinner afterwards. Participation is open to men and women and you need not be a member of Rotary to participate. No handicaps are needed as we will be using the Peoria Handicap format and handicaps will be determined the day of the tournament. “Service Above Self” is the Rotary motto and all proceeds of this event go back to help out in the Community of Sheffield.
Sheffield/Barnes Larger Parish Open Doors Dinner
The next Open Doors Dinner at the Sheffield United Methodist Church will be Monday, June 26, from 4:30 to 6:30 p.m. with hot dogs and hamburgers, macaroni salad, watermelon and ice cream being served and takes outs are available. Mark your calendars for the next free meal being offered at the church.
Sheffield Township Annual Clean-Up Day
Saturday, June 24, from 7 a.m. to 2 p.m. (rain or shine), at the back parking lot of the Sheffield Area Middle/Senior Elementary School. No garbage, lawn or garden trimmings, paint or hazardous materials or electronics. $5 per carload, $15/$20 for pickup truck load. $5 for each appliance and please make sure the Freon is removed from refrigerators, freezers, air conditions and humidifiers and you have a Freon-free certificate displayed on the appliance before bring it to the clean-up day. $1 each battery. No tires will be accepted. Residents of Sheffield Township only will be allowed to bring items difficult to haul away for disposal at a certified landfill. Items such as old furniture, appliances, mattresses, water heaters, barrels, etc are allowed as long as the item can be hand dumped by the residents. No hydraulic truck bed dumping is permitted. If possible, pleae restrict the use of trailers. Areas will be set up to take scrap metal and general items. The residents are asked to cooperate with the people at the site, ensuring efficient sorting.
