Supervisors
Chairman Tom Bulicz called the regularly scheduled meeting of the Sheffield Township Supervisors to order. There was no public comment. The Roadmaster was asked by Supervisor Paris who plows what streets in the township and he informed her that he and assistant Roadmaster have updated the snowplowing schedule and asked that the Secretary make the changes and forward an electronic copy to him and the supervisors as well. Courtesy letters were sent to the owners of 46 Hathaway Lane for the continued accumulation of garbage and rubbish and also to the owners of the collapsing warehouse at 204 Hall Street. Monthly updates were to be given to the township on both of these properties and neither of the owners have followed through with the townships request. If these properties remain in the current condition, charges will be filed upon both properties.
Resolution No. 451 Blighted Property Resolution for 312 Horton Avenue was adopted. The City of Warren has deemed this property an unsafe structure and posted it as such after the recent fire. The roadcrew has boarded up the windows and secured the doors. The secretary stated that an individual may have been present at a tax sale of this property to purchase it. Supervisor Bulicz asked the secretary to contact tax office at the court house to see if it indeed did sell and if it did not sell, the resolution is to be sent to the owner. Supervisor Paris stated that all utilities have been shut off at this property.
Resolution No 452 Amending Resolution No 330 Relating to the Exercise of Powers in an Emergency Situation was passed and placed on the township books.
Supervisor Paris has a quote from a company called Shred It to take care of the very sensitive paperwork in the police department files. She received a phone quote of $199 for them to come to the police department, take 7 boxes any more than 7 it will be $10 per box and then they take the boxes to their location and shred it and we receive a certificate from them when the work is complete. Clarendon Borough has informed us that they have seen a $100 savings with the LED lights and no complaints have been received. Supervisor Bulicz asked to have a meeting with Penelec to go over the LED lights and the contract.
The Music Boosters have asked for use of the field for the DCI Competition “Music on the Mountain,” which will be taking place on Friday, August 4, beginning at 6 p.m. There will be eight corps this year. The have also asked about the fee for use of the field if it would be the same as last year. There was no fee, because they lined the field themselves. The same agreement as last year will be followed for the 2017 show and the township will run the concession stand and receive all proceeds.
Spicer Road results of meeting with engineer were discussed by Supervisor Labesky who met last Wednesday with Jeff Holcomb of E & M Engineers to inspect and discuss repairs to the erosion problems. During this inspection of the area it was observed there were two other wash out area that are eroding the stream bank along the road which needs to be addressed. The area that is being eroded extends along the road for about 75 feet. The height from the stream bed to the road is a height of about 18 feet. Our engineer mentioned there may be a variety of ways this problem could be addressed. Mr. Holcomb stated he will come back with a written report as to what they will recommend and the most cost effective way to repair the problem. The question, do we want to do a temporary repair or a more permanent repair to the area? Once we decide on what we want to do E & M Engineers will first survey the area, come up with a design plan, acquire the permits and eventually go to bid. Being that the South Branch Creek is an exceptional value trout stream, possible work on the project would be sometime this summer. Supervisor Paris recommends the permanent repair, quite a few trees are ready to fall now. The engineer will have cost figures for repairs by next meeting.
Henry’s Mills Road was discussed. Warren County Conservation District meets in December and there were 9 proposals including Sheffield Township. Supervisor Labesky stated that if we do not receive the grant through the conservation district next year, we will go after it again the following year
Proposed Budget for the Municipal Authority was reviewed. There is a 3-5% rate increase for both sewage and water being proposed for 2017.
Roadmaster Thayer stated that the have placed the stabilization product on Utah Road. The pipe on 1st mill has been take care of. The payment box for Fitch Disposal and Municipality Authority was discussed and when it is found, it will be placed out front of the building for curbside payment drop offs. Both the Authority and Fitch Disposal have their own keys to their individual slots.
Supervisor Paris stated that she has a potential renter for the police department office along with the garage and it was decided to ask for $400 for office and $100 for garage. The police equipment was discussed. The secretary is to contact RAMCO to see if they can help with the cleaning out of the car along with the decals. Then an ad will be placed in the paper when we will be receiving bids for the 2007 Crown Victoria retired police car. The gun safe can also be bid on too. All the desks and file cabinets in the office will be sold as well.
Supervisor Bulicz had two requests for the fire police, one for “Music on the Mountain” and one for the Johnny Appleseed Festival which require the signature of the municipality. These were signed and will both be sent to the Warren County Fire Police so that they can be scheduled in 2017.
Kevin Bell of the Sheffield VFD has asked about the Mill Pond. Roadmaster Thayer has put a number of loads of road maintenance on this road, we cannot get the beaver to move on and they will be digging a ditch to remove water. He informed him to definitely stay on the road with the fire equipment. This road will be plowed by the township.
The next meeting of the Supervisors will be Monday, December 19th at 7:30PM at the Sheffield Hospitality Center.
Sheffield/Barnes United Methodist Church Open Doors Dinner
Monday, December 19th starting at 4:30 to 6:30 p.m. they will be serving Beef Vegetable Soup, rolls and Christmas cookies for dessert at the Sheffield United Methodist Church at 11 West Main Street free of charge. Stop in and enjoy an amazing meal along with some great fellowship, they’d love to see you!

Here we are the end of another year, busy as usual, many changes but our ‘faithful’ ones are still here oh how we appreciate you. We had our Christmas luncheon with entertainment from the Sheffield Kitchen Band, so much fun for all especially with the sing along, caroling for all.
We start off by having a representative from Warren General Hospital informing all about the many ‘services offered’ for your health & well being, beginning at 11 am.
Continuing ‘Winter Mystery lunch’ as long as the weather holds out for your safety. Reminder if the Warren County Schools are closed due to weather conditions we are also CLOSED this is for extra travels also, the bus stays in the garage.
The Membership dues are still only $5 keep up with the happenings, trips & educational program’s firsthand, stop in or mail. Gift certificates are offered all thru the year for friends on lunches $3 or trips in any denomination.
We will be CLOSED 23-26 for Christmas, we would like to wish you Health, Joy & Love for the New Year. Also say Thank You to our friends & family who have helped support us this past year. We appreciate all that you do and it is with your help and support that we are able to do all that we do in activities! Once again we thank all of you and looking forward to seeing you in the New Year.
