Jeffrey L. Rowley, 39, Sugar Grove, was charged by City of Warren police on Feb. 22 with three counts of DUI, endangering the welfare of children, no rear lights, operating a vehicle without required financial responsibility and careless driving from an incident that occurred on Jan. 27 in the City of Warren.

Clayton A. Roxberry, 28, Grand Valley, Pa., was charged by City of Warren police on Feb. 22 with possession of drug paraphernalia and driving while operating privilege suspended or revoked from an incident that occurred on Feb. 21 in the City of Warren.
