TV thief to spend more time in state prison

A Warren man will stay in state prison a little longer as a result of a plea and sentence order handed down earlier this week.

Colby W. Neel, 36, pled to charges of theft by unlawful taking and and criminal mischief, according to information from the Warren County District Attorney’s Office.

Online court records indicate he was sentenced to an additional four to 24 months incarceration on the theft charge while no further penalty was handed down for criminal mischief.

Records indicate the sentence will be served consecutively to a 2014 third-offense DUI sentence. Neel is currently incarcerated at SCI Huntingdon.

According to the affidavit of probable cause in the theft case, a woman had a PFA against Neel, who has reportedly broken into the apartment before.

The alleged victim told police she suspects Neel entered through a window.

According to the affidavit, a television, a tent, and $244 in cash were removed from the apartment.

The woman “advised that the defendant also put men’s body wash on the wooden stairs of the apartment complex, making them extremely slippery and needing to be cleaned up,” according to the affidavit.

Police said Neel was on state parole.

In the affidavit, an officer said he witnessed a man carrying a television down the stairs at the location in question.

He said the television was located in a dumpster near Beaty-Warren Middle School.

A felony count of burglary was not prosecuted in exchange for the plea. A count of possession of drug paraphernalia at a seperate docket was also not prosecuted.
