Theft by unlawful taking. Clark J. Thomas, 32, Warren, was charged by City of Warren police on June 22 with theft by unlawful taking and driving without a license from an incident that occurred on June 22 in the City of Warren.

Northern Warren County — District Justice Laura Bauer

Retail theft. Samantha R. Swartwood, 22, Russell, was charged by Conewango Township police on June 23 with two counts each of retail theft — alter label/pricing marking and driving while operating privilege suspended or revoked from an incident that occurred on June 14 in Conewango Twp.

Vehicle violations. Phillip H. Birt, 26, Clarendon, was charged by Conewango Township police on June 17 with unlawful act — operate with hazardous brake system, driving while operating privilege suspended or revoked, driving with unsecured load, two counts of operate/permit operation with unsafe equipment, fraudulent use/removal of registration place and false identification to law enforcement officer from an incident that occurred on May 19 in Conewango Twp.

Sugar Grove Twp.

Burglary. Warren-based Pennsylvania State Police reported that two Jackson Run Rd. residents reported a possible burglary at their residence by known suspects on June 17. Police say no signs of forced entry were located and that the investigation is pending.
