Central Warren County – District Justice Raymond Zydonik

Fraud. Christopher S. Mangione, 45, Bradford, was charged by City of Warren police on March 31 with fraud alter/forge/counterfeit title, registration, insurance, possession/sale/use display documents, display known/fictitious//stolen issued for inspection, operate vehicle without a valid inspection and driving while operating privilege suspended or revoked from an incident that occurred on March 28.

Disorderly conduct. Kaylee N. Keech, 21, Pittsfield, was charged by City of Warren police on March 31 with disorderly conduct from an incident that occurred on March 28.

Possession. Carie A.M. Witz, 20, Clarendon, was charged by City of Warren police on March 31 with marijuana – small amount personal use, five counts of possession of drug paraphernalia and driving an unregistered vehicle from an incident that occurred on March 27.

Possession. Kevin A. Findley, Jr., 25, Warren, was charged by City of Warren police on March 26 with possession of drug paraphernalia from an incident that occurred on March 25.

Possession. Allison J. Howe, 41, Russell, was charged by City of Warren police on March 26 with possession of drug paraphernalia from an incident that occurred on March 26.

Northern Warren County – District Justice Laura Bauer

Possession. Luther D. Wenzel, 22, Youngsville, was charged by Conewango Township police on March 31 with possession of drug paraphernalia, driving without a license and no rear lights from an incident that occurred on March 12.

Possession. Ashley A. Jipson, 28, Warren, was charged by Conewango Township police on March 31 with marijuana – small amount personal use and two counts of possession of drug paraphernalia from an incident that occurred on March 24.

Possession. Ryan M. Durnell, 35, Sugar Grove, was charged by Conewango Township on March 31 with marijuana – small amount personal use, three counts of possession of drug paraphernalia and possession of a controlled substance from an incident that occurred on March 24.

Child endangerment. Billy K. Mullins, 22, Warren, was charged by Conewango Township police on March 31 with endangering the welfare of children and possession of drug paraphernalia from an incident that occurred on March 29.

Western Warren County – District Justice Todd Woodin

DUI. John R. Weaver, 55, Clarendon, was charged by Corry-based Pennsylvania State Police on March 25 with DUI: General impairment/incapable of safe driving – first offense, DUI: Highest rate of alcohol – first offense, fail to keep right, disregard traffic lane, accident damage to unattended vehicle or property, failure to notify police or accident/damage to vehicle and restrictions on alcoholic beverages from an incident that occurred on March 8.

DUI. Jordan M. Tutmaher, 31, Warren, was charged by Youngsville Borough police on March 24 with DUI: Highest rate of alcohol – second offense, DUI: General impairment/incapable of safe driving – second offense, careless driving and four counts of disregard traffic lane from an incident that occurred on March 15.

DUI. Justin R. Nichols, 35, was charged by Youngsville Borough police on March 24 with DUI: Controlled substance/impaired ability – first offense and driving an unregistered vehicle from an incident that occurred on March 13.
