Going wrong way

In reading today that “congestion” is one of the main reasons for the roundabout I am confused.
A few years back I asked why there could not be left-turn arrows for traffic turning east off Market Street as this causes much congestion at times. I was told there was not enough traffic for this.
If you are coming from North Warren during peak hours you may sit through two or three lights waiting to turn east off Market. But that is not cause for an arrow to help move traffic along.
There have been no deaths at Market Street and Pennsylvania Avenue that I am aware of and the accidents are minimal. Hang on because people are not going to navigate the roundabout in an easy manner.
We do not need this in Warren County. The people do not want this in Warren County. Why is this happening?
Once again it makes no difference what the people want, only what the powers to be want. This is not going to work. There must be a more intelligent way to use that money. The mayor has offered to pay PennDOT back the money they have spent researching and surveying so let’s pay them back.
