Landbank talks property donation for Sheffield property

Property donation may be a way to address blighted property.

The Warren County Redevelopment Authority and the Warren County Landbank met back-to-back Tuesday morning.

The RDA discussed a Second Street property in Sheffield and directed county staff to ask the property owner if he might consider donation.

RDA member Jeff Labesky said the owner inherited the property and that the township supervisors identified the property for the blight process during last fall’s road inspection.

“The one next to it was torn down,” he said. “There’s no saving the building.”

The Landbank discussed a similar course of action in Sheffield for the property located at 17 Hall St.

Landbank Executive Director Pam Matve said that there has been no water or sewer at the residence since 2015 while Labesky said it has been vacant for about 15 years.

Labesky said that the outside of the property was taken care of in 2023 but that the inside has been “gutted.”

“It’s obvious he does not want it,” Landbank member Chuck Barone said.

Matve detailed that he has not responded to numerous letters but the RDA approved action for a new letter raising the property donation prospect.

“(We) gotta do something,” Barone said. “We’ve got to contact him somehow.”
