No response to Consultant request for reassessment

The term “reassessment” is never a popular one.

The county’s property tax assessment is in excess of 30-years-old.

It’s a political minefield — reassessment is often wildly unpopular; the Warren County School Board wants it done; the Warren County Commissioners — the entity to undertake the effort — face potential political ramifications to say nothing of the seven-figure price tag.

It’s a subject that has been debated for years.

Last October, Commissioner Ben Kafferlin said there had been discussion about bringing in a consultant to evaluate the possibility.

“To be clear, his job would be to analyze our status quo to determine necessity and benchmarking tools,” Kafferlin explained. “Then, if we move forward from there, he will help craft an RFP and analyze the respondents. At the conclusion of the vendor’s selection and implementation, he would then be the subject matter expert we would turn to to ensure the scope of work was properly followed and the assessments defensible.”

It was intended as an effort to allow the county to fully understand the costs and benefits.

Commissioner Tricia Durbin said last week that a request for proposals for the study returned no offers.

Solicitor Nathaniel Schmidt said he spoke to one of the individuals qualified to do the work who “was waiting on clearance. (They have) been retained by another county for the purposes of evaluating reassessment” and were waiting for permission from the other county to disclose that work.

Durbin said she’s aware of two people that can provide this service and that the county might “have to reach out” and “find a way to get some response.”
