Wolverine Mountain

The Sheffield Wolverine football team will be hosting Otto Eldred on Saturday with kick-off at 1:30 p.m. Today will be Youth Football Day, Mini Cheer Camp and also Sports Illustrated will be present doing a video documentary on the story of the Sheffield Wolverines and Abraxas co-op during this game.

Sports Illustrated has done its “Underdog” series for the past three years and they chose 6 or 7 schools each year. This year they have chosen the Sheffield and Abraxas co-op. Just that alone is quite an honor by them in choosing our story over thousands of schools across America. The video will range from 15 to 25 minutes in length and if you go to their site and watch any past videos you will see they are almost like ESPN’s 30 for 30 series.

Let’s fill the bleachers today and show our team spirit and let America see what Wolverine Mountain really consists of.

Trunk or Treat

in Clarendon

Participants that wish to distribute their goodies can come to the Fire Hall between 5 and 6 p.m. to get a spot and set up. The Fire Hall will have tables and chairs for them to sit at (no cars involved) where they can enjoy a refreshment and visit with their neighbors in a safe, warm environment. The kiddos are welcome to come to the fire hall from 6 to 8 p.m. to receive the goodies from the town’s people. They will basically go “door to door” by just going down the tables to each “home”. When someone runs out of goodies or needs to leave, they can. No pressure. There they can be out of whatever elements will be, enjoy the safety of not walking the streets at night (some with masks) and enjoy the night with their neighbors.

School PTO

On Oct. 30 there will be a Haunted House, Chinese Auction and Walking Taco sale. The event runs from 5:30 to 7:30 p.m. The haunted house is 50 cents per entry. The students will be selling advanced tickets for items in the Chinese auction (which will be going home soon) and we will be selling tickets until 7:15 p.m. The drawing will take place at 7:15 p.m. We will have walking tacos and beverages to purchase there also. Entrance to this event will be in through the cafeteria doors.

The next general PTO meeting is Nov. 10 at 6 p.m.

Halloween Party

Saturday, Oct. 31 from 9 p.m. to 1 a.m. at the Sheffield Lion’s Den. BYOB, mixers and appetizers are provided. Presale tickets are $8 and at the door tickets will be $10. Leaf Collection

The Sheffield Township road crew began picking up leaves that are placed in the recycle bags on Monday, Oct. 19 and will continue this until the first snow fall. The bags are available at the township office at 20 Leather St. and are right inside the front door of the building.

SVFD Fall Craft Show

The Sheffield VFD Auxiliary will be holding its annual Fall Craft Show on Saturday at the Sheffield Fire Hall. The show is open from 9 a.m. to 3 p.m.

Enjoy free admission to stop in and shop at 57 tables of crafts, baked goods, raffles, clothing, soaps, handmade items, holiday decor, home-based businesses, and much more! The auxiliary will have the kitchen open so you can purchase lunch.

Halloween Hours

Saturday, Oct. 31 is Halloween in Sheffield Township. Children are encouraged to go to houses with the front porch lights on from 6 to 8 p.m.

The menu for the week will be: Monday, hot dogs and sauerkraut, homemade rolls and chocolate cake for dessert. Thursday brings birthday luncheon of chicken and homemade biscuits, veg and warm bread pudding and ice cream. Spooky Friday will be bats and cobwebs with dirt, mud and worms for dessert. The events we have going on this week will be Monday, blood pressure screening with Vanessa from Kane Home Health from 10:30 to noon. No appointment necessary.

Wednesday, Nov. 4 from 2:30 to 5:30 p.m. there will be a Community Blood Bank blood drive at the Sheffield United Methodist Church, 11 W. Main St. To donate, you must be at least 16 years old with a signed CBB parental consent form, or at least 17 years old; must weigh at least 110 pounds and be in general good health. Eat a good meal at least four hours prior to donating. Photo ID required.

The Sheffield Rod and Gun Club will be holding its annual Turkey Party on Saturday, Nov. 21 from 4 to 8 p.m. at the club on 1964 Austin Hill Road, Sheffield. One Free Door Prize ticket. Door prize drawings every 30 minutes. Games of chance for cash, steaks, hams and turkeys. Gun raffle to follow.

Supervisors

Sheffield Township Supervisors met on Oct.19 for their bi-monthly meeting at the Sheffield Hospitality Center. The Chief of Police reported that for the month of September he investigated 4 accidents, 8 theft complaints, 4 reports of suspicious persons, 4 disturbance calls, 6 harassment complaints, 1 request to assist other agencies, 5 requests to check welfare of others, 7 mental health calls, 6 traffic complaints, 2 traffic hazards, 3 child custody complaints, 4 reports of criminal mischief, 5 noise complaints, 4 trespass complaints, 4 dog complaints and 1 burglary.

One resident present asked why was the township employees using a leaf blower to clean off the bleachers during the Johnny Appleseed Festival. Supervisor Labesky stated that it was for the opening ceremonies that were going to be taking place at Memorial Park and the township helps the festival, which is the biggest event that Sheffield has going on.

It was reported by Jack Haser that the Rod and Gun Club has donated its pop cooler to the Memorial Park concession stand and Marty Groves will be delivering it down there. The other pop machine is being stored in the concession stand.

Allegheny National Forest is applying for a restoration waiver for Tionesta Creek Stream Restoration Project in Sheffield and Howe townships. This stream restoration project would be completed in two phases, first phase would involve temporary impacts of 210 square feet of Tionesta Creek for the purpose of testing the substrate and determining the depth to bedrock at 7 locations by excavating holes in Tionesta Creek in 2015 and in 2016 the second phase of the project will involve constructing 14 engineered log wood structures in Tionesta Creek to restore aquatic habitat. In addition, aquatic habitat will be improved in the flood plain on Tionesta Creek at two locations.

We received $400 from the Music on the Mountain Boosters and it was deposited into the Sports Complex Fund.

The supervisors received the architect plans for the Sheffield Ecumenical Food Pantry from Jack Cashmere. They were reviewed and are on hand at the Township Office.

The next meeting of the Sheffield Township Supervisors is Monday, Nov. 2 at 7:30 p.m. at the Sheffield Hospitality Center.

Johnny Appleseed Festival

Wow, what a turn out for the 10th Annual Johnny Appleseed Festival! The committee wishes to thank everybody involved in making this event a huge success. From the sponsors, to the vendors both craft and food, to the bands that performed, the tractor owners that pulled, the bakers that baked, the pie eaters that ate, the wineries that attended, the horse owners, the judges for each event, the competitors, the famous wood crew, the timers, the committee members..but most of all the spectators that came and enjoyed a beautiful fall weekend in Sheffield, PA! Wolverine Volleyball Care Packages

The Wolverine volleyball team is going to be collecting supplies to put together chemo care packages to be donated to the Warren Cancer Center and Pittsburgh Children’s Hospital. If you would like to help them, some of the items that they will be collecting include small bottles of hand sanitizer, chap stick, lemon drop candy, small hand lotions, gum, mints, ring pops for the kids, fleece blankets, soft socks or slippers, fleece or knit caps, small activities like coloring books, circle word/crossword books, nail polish kits, small handheld games. SHS Cheerleading Mini-Camp

All children in grades K-6 are invited Friday, October 23, from 5:30 to 8 p.m., and Saturday, October 24 from 10 a.m. until the end of the first quarter of the home football game at Sheffield High School Cafeteria. The cost is $35 ($5 will be donated to the Hope For Abbey Account). This is going to be a fun filled time of cheers, chants, motions, jumps and basic stunting with the cheerleaders. The camp will be going purple and gold for Team Abbey this year!! Pre-registered participants will receive a purple and gold Team Abbey crewneck sweatshirt for all others it will be on a first come first serve basis! They will also be performing in the pre-game and first quarter break part of the game beginning at 1 p.m. this day!! Snacks and drinks will be provided both days. The Sheffield Township Supervisors met on Monday, Oct. 5 at the Sheffield Hospitality Center with several citizens present with complaints in regards to the condition of 17 Center Street and the infestation of bugs and the run-down condition of the property. Only one tenant lives there now all the rest have moved out. The supervisors will send the property owner a nuisance violation letter granting him only five days to comply.

The property at 26 First Mill Street was discussed with the on-going sewage issue. Sheffield Township SEO has been in contact with the property owner along with the tenants. The tenants are being informed that they need to move out so that this property can be cleaned up and the sewage issue fixed. With the help of the township solicitor this situation is being taken care of by the township. At 28 First Mill Street the resident is in the process of moving out and this house will then be turned over to the Blighted Property Committee of Warren County.

The Sheffield Municipal Authority has sent out 12 letters for the CDBG funding to the residents on Willow Street for the Willow Street water line replacement project. Only half of the letters have been returned. This project affects the entire west side of town and residents are encouraged to respond to this letter to be sure that the project gets done. The information goes to the county office and is kept confidential.

The fire hydrant meeting was attended by Supervisors John Labesky, Jim McMillen and Tom Bulicz, Kevin Bell, Doug Repine, Mark Buck from the Sheffield Volunteer Fire Department and Municipal Authority board members Tom Pastrick, Sherman McKown, Marty Kasaback, Jim Vile and Roger Dunham. Discussion on the letter that was sent to Bell. The fire department will hook to hydrant with initial response and will attempt to limit use of hydrant after other water sources are in place at structure fire. The fire department to provide 911 center with Water Authority phone numbers so they can dispatch the authority when we have a structure fire in town. The fire department requested a map from authority with fire hydrants listed and line size supplying hydrant. The fire department is to test and flush hydrants with prior approval from authority. The authority is to supply updates during structure fire to chief or chiefs on water levels and water pressure. The fire department has four potential sites for new dry hydrants.

Secretary spoke with Wes Ramsey in regards to the dry hydrants. He will be doing the general permit for the two hydrants behind the firehall and should have those in place before winter. He stated that the other two sites 2 Mile and South Branch are going to need regular permits and the township would be required to file these. He will do the site plans for us, but we will need to do the rest of the paperwork for a GP4. They are available at the Conservation District Office and we will need to get them from them.

The secretary spoke with Kingsley Township in regards to the Fire Protection Agreement with it and Sheffield Volunteer Fire Department. The secretary of Kingsley Township stated that they have agreements with Tionesta and Marienville fire departments already and they split the state aid with these departments and also pay fees to them. Their next supervisors meeting is Wednesday, Oct. 14 and she asked that we put something in writing to them. The secretary will put together a letter along with a copy of Howe Township’s Fire Agreement.

We received notification from PennDOT that we will be receiving $75,935.97 for our 2016 allocation for the State Fund. Last year we received $66,758.24. On Tuesday, September 29th at 2PM, Supervisor Labesky and McMillen met with representatives of PennDOT and E & M Engineers to discuss the hydraulic analysis study requested by Sheffield Township concerning the Horton Avenue Bridge. This analysis was requested by the township due to flooding issues upstream of the existing structure.

The next meeting of the Sheffield Township Supervisors is Monday, Oct. 19 at 7:30 p.m. at the Sheffield Hospitality Center.

The Wolverine volleyball team is going to be collecting supplies to put together chemo care packages to be donated to the Warren Cancer Center and Pittsburgh Children’s Hospital. If you would like to help them, some of the items that they will be collecting include small bottles of hand sanitizer, chap stick, lemon drop candy, small hand lotions, gum, mints, ring pops for the kids, fleece blankets, soft socks or slippers, fleece or knit caps, small activities like coloring books, circle word/crossword books, nail polish kits, small handheld games.

All children in grades K-6 are invited Friday, Oct. 23 from 5:30 to 8 p.m. and Saturday, Oct. 24 from 10 a.m. until the end of the first quarter of the home football game at Sheffield High School Cafeteria. The cost is $35 ($5 will be donated to the Hope For Abbey Account). This is going to be a fun-filled time of cheers, chants, motions, jumps and basic stunting with the cheerleaders. The camp will be going purple and gold for Team Abbey this year. Pre-registered participants will receive a purple and gold Team Abbey crewneck sweatshirt; for all others it will be on a first come first serve basis. Leaf Collection

The Sheffield Township road crew will begin picking up leafs that are placed in the recycle bags on Monday, Oct. 19 and will continue this until the first snow fall. The bags are available at the township office at 20 Leather Street and are right inside the front door of the building.

Backpack Collection

Approximately 365 pounds of food and $1,234.44 was collected at Presents & Posies for the backpack program of Warren County. A huge thank you to this giving and caring community.

Another year has passed quickly and Clarendon Trinity United Methodist Church is happy to be embarking on its fourth year of providing winter coats at no cost to school-aged children in the Sheffield attendance area.

A variety of sizes will be available but if you wish to be assured that we have the specific size you need, call our church office at 723-5435 no later than Friday, Oct. 2. We will require your name, phone number, coat size and if it’s for a girl or boy. Someone will return your call to confirm the information and we will do our utmost to have that coat available for pick up at our church on Saturday, Oct.17 from 9 am to 2 pm. Sheffield Township Supervisors

The Sheffield Township Supervisors met for their bi-monthly meeting on Monday, September 21, at the Sheffield Hospitality Center.

Dan Madigan, Chief of Police, reported that in the month of July he investigated three accidents, nine theft complaints, four reports of suspicious persons, six disturbance calls, six harassment complaints, two requests to assist other agencies, five requests to check welfare of others, five mental health calls, two assaults, four traffic complaints, four domestics, three reports of suspicious vehicles, three disorderly conducts, three complaints of traffic hazards, two child custody complaints, three reports of criminal mischief, six noise complaints, two trespass complaints, two ATV complaints, four dog complaints, and one burglary. And in the month of August he investigated six accidents, 10 theft complaints, five reports of suspicious persons, five disturbance calls, five harassment compliants, two requests to assist other agencies, four requests to check welfare of others, seven mental health calls, two assaults, three traffic complaints, two domestics, five reports of suspicious vehicles, one disorderly conduct, five complaints of traffic hazards, four child custody complaints, four reports of criminal mischief, one ATV complaint, seven noise complaints, three trespass complaints, three dog complaints, and two burglaries.

Steven Littlefield of 1772 Route 666 is building a 24×40-foot garage and his building permit was approved.

The supervisors will be placing a book in the library in memory of Herbie Bowley, who was a past employee of the township for 37 years.

Halloween Hours were set for 6-8 p.m. on Saturday, October 31. Children are encouraged to only go to houses with the porch lights on.

The Blighted Property Committee of Warren County met on Thursday, Sept 17, in regards to the Vargas Property on First Mill Street in Sheffield. They will be moving this home to the next step and the property owners have been invited to the next meeting at noon on October 15 at the court house.

Shingledeckers is still aware of the problem with the drainage of Center Street Bridge and has promised to get this taken care of before snow flies this fall. On Tuesday, September 29, there was a meeting with PennDot in regards to the H & H Study of Horton Avenue. The supervisors along with E & M Engineers, Chris Ernest and Jeff Holcomb were all present.

The 2015 Warren County Association of Township Officials Fall Convention is at 8:30 a.m. Monday, October 12, at the Holiday Inn. Supervisor Labesky will be attending.

Advanced Treatment, Inc. has forwarded paperwork for Peg Pollock’s small flow treatment facility application that needs to be approved by the township. This includes a Resolution No. 434 for Plan Revision for New Land Development which was adopted and all paperwork was approved and will be sent onto DEP.

Donna McDonald is asking for the drainage ditch to be fixed on her property where the trucks have turned over it. She stated it’s a storm drain that is broken and collapsing. The roadmaster stated that he will do a one call and get this repaired.

Exonerations from the Warren County Board of Appeals include McMillen Lumber Co because it was listed twice. The parcel belongs to Olson, Td. And is now exonerated to -0-; also the property of Anzietta Dipierro that was destroyed by fire was exonerated from 2,854 to 390 assessed value.

Permits that were approved by the City of Warren for the month of August were Edward Lloyd for a new house on Hathaway Lane and Mark & Sally Mamrowich for a demoltion of a garage.

August Treasurer’s Report and Minutes from the August 6 meeting of the Municipal Authority were on hand for review.

The township received our renawals for our health insurance from UPMC Health Plan. Keeping the same plan with the $500 deductible our cost went up only 5.4%.

Sheffield Rotary would like to replace the bushes in front of the John Gertsch Memorial sight in the spring with some smaller shorter ones to make the area more visible. They are contacting the VFW to perhaps have them share in the expense of the shrubs, but will do all the labor. The roadcrew has removed the briar bushes and planted mums and mulched the area. PA Route 6 Alliance through the PA Route 6 Heritage Corridor is offering a grant application for up to $5,000. Eligible project activities would include interpretive/educational exhibits and materials, way-finding and gateway signage, and promotional/marketing products that specifically promote the PA Route 6 Heritage Corridor.

For the record, Roger Dunham stated that the Municipal Authority did meet with the Assistant Roadmaster and went over the sewage line in the area of the Container, but there were no markable lines. Also when the line was hit the Authority was there to help.

We have been informed that the property at the end of Four Mile Road belongs to Jess Anundson and she would be the contact for the turn around. A letter was sent to Jess Anundson and Stacy Robertson, the property owners, asking them for permission. Mrs. Anundson contacted the office and stated that the Forest Service owns a portion of this turn around and also there is a water well in this area. She also stated that they would have to mark out the property lines for us.

Winterfest is January 15-17 and the township received a request for sponsorship. The treasurer stated that they borrow our bleachers every year as our sponsorship.

Complaints were received from a Four Mile Road resident that the condition of the road is eroding away. The one area across from the spring near the dry hydrant and where the pavement ends at the Y on Creekside. In the past the township has placed rock in these areas. She would like a reply as to our plans and when repairs will be started.

The township received a complaint with the condition of the picnic table at the park by the creek. The roadmaster stated that it has been like this for a while, but will get it fixed. Also the picnic tables at the Sports Complex are in need of repairs and need to be put away in the garage for winter.

Green River Ordinance has come up once again. The township will review a Green River Ordinance for possible adoption in the future. It would be stipulated that no soliciting during the two festivals would take place. But would not deter non-profit organizations to go door to door for example the girls scouts or the students selling items.

At 9 a.m. Thursday, August 20, Supervisor Labesky met with Kevin Bell, Sheffield VFD Chief, Wes Ramsey of the Warren County Conservation District, Assistant Chiefs Mark Buck, and Andy O’Donnell of the Sheffield VFD to tour the Sheffield areas to install dry hydrants in the township. The various sites visited were the boat launch, Sheffield Container, Center Street Bridge, Township Garage, Henry’s Mills Bridge and the Sheffield Fire Department (two locations). After a tour of the areas it was agreed the most suitable locations were: Sheffield Container on the 2-Mile Creek; Center Street Bridge on 2-Mile Creek; Sheffield Fire Department two sites on the Tionesta & 2-Mile Creek; and Henry’s Mills Bridge in Barnes.

Wes Ramsey stated he would review the location sites, acquire the permits and do the design work. Kits are available from the Conservation District at a cost of $234.74 per kit. Mr. Ramsey stated that he would have some of the work completed in the very near future. So it would be possible that we could have a couple installed this fall. The township will probably need to hire a contractor with the right equipment to help install the dry hydrants.

Supervisor Labesky spoke to Lorrie Dunlap of Warren County Planning and Zoning concerning the possibility of Sheffield being considered for CDBG Funds. She reportedly stated that based on the 2010 census Sheffield Township does not qualify to be eligible for funding the township population must be above 51 percent low and moderate income. Sheffield’s population low income and moderate income is 41 percent.

On Friday, August 21, the Sports Boosters and John Labesky met with Matt Wilson from Vasco, the company that put the original high school track down. They walked the track and looked at the wear and tear on the track. Mr. Wilson stated that the track is in great shape and would only recommend within the next three years doing a rejuvenation of the 4,200 square yards of the track surface – clean existing track to prepare for surface, patch areas prior to surface, install three coats of Black Plexitrac Surfacer over entire track area and stripe track per American Sports Builders Association specifications at a cost of $47,938.00.

The township received copies of the letters that Sewage Enforcement Office, – Todd Fantaskey sent to the property owners at 30 Foulkrod Street, 17 First Mill Street, 26 First Mill Street and 28 First Mill Street. Mr. Fantaskey is working with the property owners to remedy this problem.

The Warren County EMA and Warren County Planning Department are currently working to complete and update to the Warren County Hazard Mitigation Plan. The township adopted a 2010 Hazard Mitigation Plan and it needs to be updated. Several meetings are being planned in regards to the updating of the plan. Jim McMillen will be attending this meeting representing Sheffield Township. A minor subdivision for Charles T. McNeal of Pratt Street was reviewed.

The next meeting of the Ssupervisors will be at 7:30 p.m. Monday, October 5, at the Sheffield Hospitality Center.

Scarecrow Contest

Prize money will be awarded for the “Funniest”, “Cutest”, “Most Likeliest to Scare a Scarecrow”, “Best Overall” and People’s Choice at $40 per prize category. The People’s Choice casting of ballot can be done at the Johnny Appleseed Festival booth during the festival. All Entries need to be completed by October 4. Applications can be picked up at the township office or Presents & Posies. You will be given a location to display your scarecrow and a number (nothing obscene or inappropriate).
