Panel deems Nesmith St. property blighted

The city’s Blighted Property Review Committee has deemed a Nesmith Street property blighted.

Scott Taylor, the city’s zoning and ordinance enforcement official, said that the property at 10 Nesmith St. has been vacant since 2021.

“This is one of those little out of the way streets,” he said.

Nesmith Street is on the north side, tucked between Conewango, Glade and Monroe.

The condition of the property came to the city’s attention because of action taken against 9 Nesmith St., which will be before the Redevelopment Authority for the first time next week.

“It’s kind of hard to let one go that’s in this condition,” Taylor explained, citing wind storm damage, roof problems and outlining how the structure is not secure.

The owner’s daughter outlined financial concerns and said she’s discussed a possible sale with a contractor.

“I certainly have a great deal of empathy for you,” BPRC chair Ray Pring said. “I understand the limitations.”

In a split decision, the board approved the first of two declarations of blight and will next discuss the property at the May meeting.

Taylor provided an update regarding 104 Water St., located just off of Pennsylvania Avenue.

He said that permits have been granted for structural and electrical issues and that work is underway.

“It is not very appealing,” he acknowledged. “This property is going to need more time.”

“This is precisely what we expected to see,” Pring said. “It doesn’t look great but any changes are positive.”
