Roundabout Phase 4 to begin; roadway to reopen to traffic

Work on the roundabout at the intersection of Pennsylvania Avenue and Market Street in downtown Warren is nearing the end of the road.

Next Thursday, the project is slated to enter Phase 4, which represents the finishing touches. The work is expected to take approximately four weeks.

“It will include the final layer of paving, final updates to street lighting, as well as landscaping and other finishing work. This work will be completed under normal flagging operations,” according to PennDOT.

During Phase 4, roadways in all directions will open to traffic, but directional flagging will still be in place as work continues.

“There was some talk about when it might be fully open,” according to PennDOT Press Officer Jill Harry. “They had to tweak the schedule to see when they could get there for final paving.”

Before Phase 4 arrives, there will be a change in traffic pattern for a single day. Next Wednesday, Sept. 13, traffic patterns will be changed and flagging will be in place while one more section of paving is complete.

After that, traffic patterns will change again, as PennDOT begins Phase 4 and the intersection transitions to “fully functioning.”

“We’ll be lifting all the detours,” Harry said. “There may be some temporary lane restrictions as we continue to work.”
