‘Combative’ Kane man facing charges
A Kane man is charged with resisting arrest, aggravated assault, cruelty to animals, and more following alleged events from early Tuesday.
Todd R. Long, 33, faces two counts of aggravated assault, assault by prisoner, two counts of recklessly endangering another person, two counts of resisting arrest, four counts of disorderly conduct, and cruelty to animals.
According to the affidavit of probable cause, Pennsylvania State Police responded to Butternut Court in Conewango Township shortly after midnight.
They said Long appeared to be impaired and was holding a dog on a leash.
“The subject appeared to be hallucinating and afraid, causing him to pull on the dog’s leash,” according to the affidavit.
Police “offered to have Long” go inside a residence and sleep, according to the affidavit. “He refused. Long repeatedly began yelling and becoming scared.”
Police said he gripped the dog’s leash, “causing him to lift the dog off the ground by its neck.”
They asked Long to let go of the leash and attempted to take it from him, according to the affidavit.
Long was taken to the ground and continued to resist for about five minutes before handcuffs were in place, police said, and he continued to resist after being handcuffed.
He kicked the outside and inside of a police cruiser, according to the affidavit.
At Warren County jail, Long “became actively combative and resistant,” police said.
“During the altercation, Long repeatedly attempted to kick multiple jail guards and PSP troopers.”
He also tried to bite an officer, according to the affidavit.
“Long was drive-stunned using a taser … on two separate occasions,” police said. “Long did not respond to pain compliance or the taser.”
Long was arraigned Tuesday before District Judge Raymond Zydonik. He remained in Warren County jail after failing to post $10,000 bail initially. Bail was increased to $35,000 on Tuesday.
A preliminary hearing is scheduled for 9 a.m. Wednesday, May 17.
