Man pleads guilty to assault on state troopers
A man who assaulted state troopers after being found drunk in a parked, running vehicle has pleaded guilty to charges including aggravated assault.
Mitchell R. Bills, 40, Oil City, entered the plea Thursday on charges of aggravated assault, DUI, careless driving and restrictions on alcoholic beverages.
Charges including aggravated assault, simple assault, two ignition interlock violations, possession of marijuana and harassment were not prosecuted in exchange for the plea.
According to the affidavit of probable cause, Pennsylvania State Police responded Aug. 4 to a report of a passed out male in a running vehicle on Route 27 in Deerfield Township.
Police said Bills had to be awakened while he was in the running car and that they observed suspected marijuana in the passenger’s seat and an odor of alcohol coming from inside the vehicle.
According to the affidavit, Bills was combative and refused to get out of the vehicle. Police said they then informed Bills he was under arrest and he continued to refuse to exit the vehicle.
A trooper reached into the vehicle to open the door, according to the affidavit. “Bills then kicked (the trooper’s) hand in an attempt to keep him from opening the door.”
The trooper told Bills he would be tased if he did not get out, according to police.
As the trooper began to tase him, Bills tried unsuccessfully to take the taser, police said.
“While Bills was being physically removed from the vehicle, Bills kicked (a trooper) in the groin area and punched (another trooper) in the face resulting in laceration over the right eye.”
“Bills continued to fight with troopers and attempted to get back into the truck,” according to the affidavit.
It took multiple taser attempts for troopers to eventually subdue Bills.
He remains behind bars in the county jail. Online court records do not indicate that sentencing has been scheduled.
