Roundabout talk delayed while ethics opinion sought

Warren City Council’s attempt to revisit the roundabout at the intersection of Market St. and Pennsylvania Ave. is going to have to wait for a ruling from the Pennsylvania State Ethics Commission.

Council was set to deliberate on the issue during Monday’s meeting. Last Monday, council met in work session with PennDOT officials to discuss all areas of the project.

Construction for the roundabout is slated for later this year.

But an ethics question has postponed that discussion.

Solicitor Andrea Stapleford said a question had been raised by Councilman John Wortman on whether Mayor Dave Wortman, his father, can vote on roundabout-related decisions given his employment with United Refining and United’s objection or challenge to the project.

She explained that issue was raised in 2020 but said there are a “different set of facts relevant now” along with “different council members.”

Stapleford said “extensive research” was conducted on the question but that the issue was forwarded to the commission for an opinion.

That opinion, however, has not been returned as of Monday.

Stapleford said that the roundabout issue will be back before council at a future meeting once that opinion has been received
