Blight designation approved against Prospect St. property

The City of Warren Blighted Property Review Committee handed down a second declaration of blight during a Thursday meeting.
The declaration was approved against the property at 306 Prospect St. It’s a property owned by “DSV SPV3 LLC” out of Lexington, S.C.
Randy Rossey, the city’s codes and planning director, said the city has had no interaction with the LLC.
Scott Taylor, the city’s code official, said that Department of Public Works crews went in and cleaned garbage on the property. He said he is not aware of any changes to the property since the first blight designation was issued.
Rossey said the house is in a “good neighborhood.”
“(We) want to see what we can do to develop that property,” he added.
COMMITTEE TALKS SCOPE OF WORK
Taylor outlined several properties that will be coming to the committee at future meetings. He said city staff don’t want to inundate the committee but noted that the status of the community means there are many properties that need addition.
“(You are) going to have to let us know when we get to a point where you can’t take anymore,” Committee chair Ray Pring told city staff.
Rossey said the city would prioritize the properties to be brought before the committee.
Committee member Denise Whipp asked if there are assistance options available for property owners in the community that need help funding repairs.
Rossey said the city can research what’s available.
Taylor noted that many of the properties catching their eye from a blight perspective were purchased at tax sale and just remain in the same condition.
“Everybody has the best intention at the time but what are your means,” he said. “Just because you can get something for $1,5000 doesn’t mean you should be buying it.”
