Wanted man found, now in custody

A wanted man was taken into custody Friday evening after a brief standoff.

“City of Warren police units received information regarding the whereabouts of a wanted suspect, Joseph Armstrong, being at a known residence,” City of Warren Police Chief Joe Sproveri said in a Friday evening release. “Officers responded and Armstrong was taken into custody after a brief standoff.”

“City of Warren Police were assisted by the Warren County Sheriff’s Office, Warren County District Attorney’s Office, Pennsylvania State Police, Conewango Township Police, United States Forest Service, and the Warren County Emergency Management Agency,” Sproveri said. “Additional charges are pending further investigation.”

Joseph L. Armstrong, 36, of Warren, was wanted on multiple charges including aggravated assault and causing or risking a catastrophe.

According to the affidavit of probable cause from an alleged Oct. 21 incident, Armstrong returned to a residence he had recently moved out of, and, during a domestic dispute, choked a woman and kicked and punched her several times.

She told police she left and ran to a neighbor’s house and “that she felt (Armstrong) was going to kill her.”

“She further told police that Armstrong started texting her, telling her that her home was destroyed and she needed to return,” according to the affidavit. “She then called police and didn’t enter until after police cleared the house.”

Police “could detect the scent of gas accumulating inside the residence” and “found that the oven’s gas knobs were activated, releasing the gas into the house,” according to the affidavit. “It was difficult… for officers to walk through the house without walking over broken items. The damages to the house were in excess of $5,000.”

In addition to the charges from that alleged incident, Armstrong faces charges on two other dockets, including unauthorized use of automobiles and harassment on one, and simple assault and harassment on another.
