Warren man faces arson charges after May fire

A Warren man faces arson charges in relation to a fire at his home.

Raymond L. Shaffer, 31, of 19 Elm St., is charged with arson — danger of death or bodily injury; arson — endangering property; reckless burning or exploding; possession of incendiary materials; risking catastrophe; and criminal mischief — all felonies.

Shaffer was arraigned Friday before District Judge Todd Woodin.

According to the affidavit of probable cause, City of Warren police and fire responded to a fire at 19 Elm St., at about 8 a.m. Thursday, May 27.

“The garage behind 19 Elm St. was completely burned to the ground,” officers said in the affidavit.

“The neighbor’s garage also caught on fire before the Warren Fire Department was able to extinguish the flames.”

Police located video footage of the area and identified Shaffer from that video entering the garage shortly before the fire, then leaving the property.

After Shaffer was placed under arrest, he “admitted to using a roll of toilet paper and a cigarette to light his garage on fire,” according to the affidavit. “Shaffer stated that the property owner advised (him) that if Shaffer burns his garage down the insurance policy would pay for the house.”

According to Woodin, the maximum possible sentence could include up to 55 years in prison and fines of up to $110,000.

Police said Shaffer did not offer any resistance and has generally been cooperative and said they did not believe Shaffer was a flight risk.

Shaffer was taken for processing and released on $50,000 unsecured bail.
