Clark still leading district, but key responsibilities taken away
Action taken on Monday by the Warren County School District board of directors stripped some job functions from Superintendent Dr. William Clark, handing them to newly-named Executive Director Amy Stewart.
But what does it look like contractually?
Clark’s original agreement with the district went into effect on June 24, 2013, when the board appointed him to the position.
That contract named Clark as “the Chief Executive Officer of the District” and laid out a series of ten items that were to be the focal point of Clark’s work.
The first three have been given to Stewart:
“The implementation of policies established by the Board, and such duties as are assigned to him by the Board of School Directors;”
“Recommending the employment of all employees and directing and assigning teachers and other employees of the schools under this supervision;”
“Organizing and supervising the administrative and supervisory staff”.
But the entire list of responsibilities was struck from the original contract in the amendment approved on Monday and replaced with the following:
“The Superintendent shall be charged with carrying out any and all duties statutorily reserved exclusively for the Superintendent as well as duties as established, assigned and/or directed by the Board from time to time.”
In addition to the $25,000 annual pay reduction approved on Monday, two years were also removed from the length of Clark’s contract, which is now set to “expire no later than June 30, 2016,” according to the amendment. The original contract was for a five-year term from 2013-2018.
“The reduction by two years falls within the matters that Bill (Clark) wished to remain private and, again, the Board respects Bill’s rights,” Board President Donna Zariczny said.
She also explained that formal job descriptions for both Clark and Stewart have yet to be completed. “Bill, Amy and the Board have reviewed bullet points. The next step is for the administration to develop a new organizational chart. That will be out soon, but probably not until after the budget, since with state changes it looks to be an unusually complicated budget process.”
