Police have charged an Edinboro man following a Warren County Drug Task Force sting on Friday. According to court documents, Matthew J. Kemper II, 27, is charged with possession with intent to distribute, five counts of criminal use of a communications facility, and possession of a controlled substance. The following pleas were entered before President Judge Maureen Skerda on Thursday at the Warren County Courthouse. Brian D. Bean, 43, Warren, pleaded guilty to charges at two dockets.
