Our opinion: Unified council voice carries clout

More than half of the governments in Warren County took part in last week’s Council of Governments meeting.

While we reiterate last week’s message that holdouts to the formalized body should join, it is still good to see so many elected officials — including from the city of Warren — sitting around the table last week. If the formalized Council of Governments is going to undertake bigger projects to benefit all of Warren County then it is important that as many elected officials as possible take part.

There are plenty of things locally the COG can spend time and money on, but efforts to lobby state government both for and against certain legislative proposals is a good start. One such piece of legislation was mentioned by Youngsville Borough Councilman Troy Clawson.

State Sen. Scott Hutchinson to require PennDOT to maintain storm sewer drainage facilities connected to state roads in boroughs as it does for townships. Clawson noted that Youngsville has state roads that “run all the way through it” and if a storm sewer goes bad on one of those roads, the borough is currently on the hook for the repairs. Those repairs can cost tens of thousands of dollars for the smallest layer of local government — which makes absolutely no sense.

Hutchinson’s bill should be passed and signed into law. And perhaps a strong voice from Warren County’s boroughs will help accomplish just that goal.
