City Council to revisit downtown crosswalk removal

The Warren City Council will consider changes to a downtown crosswalk and new rules for naming city-owned facilities at its monthly regular meeting this evening.

In a proposed ordinance involving the 200 block of Pennsylvania Avenue West, council will consider removing the existing mid-block crosswalk in that area and establishing a disability parking space along the south curb of the same block. The ordinance was reviewed at last month’s meeting, but was tabled at last month’s meeting after receiving mixed responses from several local businesses.

Council will also review a proposed ordinance establishing a formal policy for naming municipally owned properties and facilities, including buildings, pavilions, and streets. The planning commission has been drafting the ordinance since the end of 2025. If approved, council is expected to adopt a related resolution adding a required application fee to the city’s fee schedule for naming requests.

Council is expected to consider awarding a contract for the city’s 2026 Mill and Overlay street paving project.

In addition, bids will be reviewed for the Point Park Rehabilitation Project, which includes installation of new playground equipment, a new pavilion, perimeter fencing, sidewalks and a concrete patio. Council will specifically consider awarding the contract for site grading and concrete work associated with the project.

Council will also consider appointing Rocco DelPrince to the Redevelopment Authority to fill the remainder of a term set to expire Dec. 31, 2030. Council will also recognize Junior Council Member Kylie Jurkowski, and a presentation will be given by Erin Werner of Wrapped & Rooted Gift Shop.

Additional agenda items include committee updates from the Comprehensive Plan Task Force, Council of Governments, Riverfront Development and Warren Worx, along with department reports from police, public works, fire and codes officials.
