An investigation that began in 2021 has resulted in charges against a Warren man nearly five years later.

Vince Carter, 36, of Warren was charged Wednesday by Conewango Township police with first-degree felony aggravated indecent assault of a child, second-degree felony aggravated indecent assault without consent, second-degree felony aggravated indecent assault – comp. less than 13 years old, and two counts of third-degree felony corruption of minors – defendant age 18 or above for incidents that allegedly took place in October 2018. Carter was arraigned Wednesday by Magisterial District Court Judge Laura Bauer, who set bail at $50,000. Carter was taken to the Warren County Prison until he can post bail.

A preliminary hearing is scheduled for Jan. 28 in front of Judge Bauer.

According to the Affidavit of Probable Cause filed by officers, the investigation began in July 2021 when Conewango police officers followed up on a sexual assault claim that had been reported to Warren city police officers after a mother reported her daughter didn’t want to go to her ex-husband’s house. A forensic interview was held in 2021 at the Warren County Children’s Advocacy Center, with prosecution declined District Attorney Rob Greene at the time.

That changed following a second interview in December 2025.

“On December 18, 2025, an email was received from ADA Casey Strickland advising that a CAC interview of (a youth) was conducted on Dec. 16, 2025,” the affidavit states. “Strickland requested an officer from (the Conewango Township Police Department) retrieve a copy from her office. After speaking with Strickland the case was reopened for further investigation and prosecution.”

The officer watched the December Children’s Advocacy Center interview in early January, during which the girl detailed alleged inappropriate touching that began when she was 6 years old. The affidavit details several instances of alleged inappropriate contact.

According to the affidavit, Carter allegedly admitted the inappropriate contact to the girl’s mother after a court date in August 2025.
