County accepting proposals for Youngsville HS building
The Warren County Commissioners are seeking proposals for the former Youngsville High School building.
According to a legal notice in Monday’s edition of the Times Observer, the commissioners are accepting proposals from qualified professional firms to provide building utilization planning, architectural, engineering and design services for the building, located at 227 College Ave., Youngsville. Proposals will be accepted until Feb. 18 at 10 a.m. and be reviewed by the Warren County Commissioners during a meeting at noon Feb. 18.
“The goal of this project is to evaluate feasible uses, optimize space utilization and develop potential construction designs that support long-term, flexible and cost-effective occupancy while meeting all applicable codes and accessibility standards,” the legal notice states.
The district is leasing the building for $1. The county would be able to have discretion to determine which programs would be operated at the school with the only condition being the county can’t operate a school or similar education program for school-age children. The school district will pay utilities and trash removal for the first year of the lease, except for phone and internet. After the first year, the county is responsible for maintenance costs, repair costs and cleaning costs. The county will also be responsible for all costs associated with improvements and alterations to the building.
Part of the agreement is for the county to grant a non-exclusive license for the use of the building’s locker rooms and related areas used for athletic or extracurricular activities.
While the county is looking toward the future, some Warren County School District board members are advocating to start the process over again. During the school board’s November meeting, board member Misty Moore requested the lease with the Warren County Commissioners should be rescinded while wanting the matter to be discussed further in December because the county’s lease took effect on Jan. 1. The request December discussion did not take place.
