Our opinion: Proposal gets its due diligence

We don’t know yet if a community-led proposal to develop the property at 231-237 Pennsylvania Avenue West makes economic sense or not.

Judging from the most recent Warren Redevelopment Authority meeting, RDA board members aren’t sure either. But they’re willing to listen.

It’s at the very least a very different tone after all the hubbub over the site for the past few years. Roughly a year after a senior housing project at the site fell apart, it looked like buildings at the site were going to be torn down before a new redevelopment proposal could be discussed. Steel vaults underneath the walkway at 231-237 Pennsylvania Ave. W. causing issues with the sidewalk and pieces of the buildings falling onto the sidewalks.are among the reasons the property was scheduled for demolition last year.

Problems with the bids helped keep the buildings standing for now. Two of the three bids had irregularities and all three demolition bids were higher than expected. That prompted the RDA to reject the bids and postpone potential demolition bids until after the new year.

At the same time a group of Warren residents indicated interest in developing the building. Now, after reviewing their proposal, the RDA has directed the group to provide additional required materials for its next meeting. That information is expected to be discussed during the RDA’s meeting in February.

The future is still uncertain. No one knows much about the local residents’ ability to finance the project or how long it would take to at least secure the building so that city officials’ safety concerns are resolved. There are a lot of questions yet to be answered.

But it’s worth noting that one of the constant complaints raised by those who opposed a senior housing project at 231-237 Pennsylvania Avenue was that they didn’t feel listened to by city officials. That won’t be an issue if the building is indeed demolished at the end of this process.
