Reassessments have some wanting appeal

Not everyone is happy with the reassessed value of their property. Residents have come to commissioners meetings, scheduled time to visit with commissioners and proposed protests in front of the courthouse. The county has a system to appeal the reassessment.

Anyone who wishes to challenge the final value can do so through the appeals process. The Assessment Office has a form to initiate the process which is available at warrencountypa.gov. Residents may also send a letter to the Assessment office at 204 Fourth Avenue, Warren, PA 16365. identifying the appellant, property location, owner, assessment and address.

The appeal request must be received by the Assessment Office by Aug. 11 at 4 p.m. Those postmarked on Aug. 11 but received after cannot be accepted.

“That’s state law,” Deputy Chief Assessor Elizabeth Schmader said.

Appeal requests can be submitted in person, via the mail or via email to assessment@warrencountypa.gov. Assessment appeal hearings will be scheduled as property owners request hearings. Once a property owner has requested an appeal, the Assessment Office will send them a notice of the date, time and location where the appeal will be held.

The hearings will start in mid-August and must be complete by Oct. 31. The reassessment process must be revenue neutral so the revenue generated across the county in 2026 must mirror current levels. That will require a significant downward adjustment in millage rates. The county is currently at the statutory limit of 25 mills, but commissioners stated at their last meeting that they expect that to lower to between four and six mills for the county portion. The school district and local municipality will add their amount to that.
