RDA moves ahead on loan documents for downtown hotel

The City of Warren Redevelopment Authority approved on Wednesday moving ahead with loan documents to facilitate grant funding for a proposed downtown hotel.

The state awarded funds to the Wendelboe Hotel project from the Keystone Communities Program late last year.

That award included $183,025 as a grant-to-loan to DewBoi Property LLC for the rehabilitation of the former Brick House on Liberty St.

Department of Public Works Secretary Kassie Damcott said the terms for the loan would be similar to the terms the RDA approved when it allocated a $250,000 loan to the project – a 20-year term at 2.75 percent interest.

Damcott told the RDA that these funds are restricted to the Brick House.

“His plan is to demolish some of it, make it water-tight and safe,” she said.

The RDA also discussed the challenge of not being able to find the owner of a prominent Water St. property.

Director of Codes and Planning Randy Rossey said he’s unable to find an address for the owner of the former Warren Players club – Robert J. Evans, Jr.

Online county assessment records give a Corry address but Rossey said they’ve learned he hasn’t lived there for six months.

“He does have a rental property in Warren,” Rossey said, telling the RDA that city staff have spoken to the tenant as an “avenue” to potentially get an updated address.
