Rape, assault charges added against Warren man
A Warren man charged in connection with a police standoff after attempting to fill a woman’s house with gas from the stove now faces aggravated assault and rape charges.
Joseph L. Armstrong, 36, was charged by City of Warren police on Friday.
In the wake of the Nov. 5 standoff, the alleged victim provided additional information to police. Police allege she stayed with Armstrong the night before and returned to a note from Armstrong, believing him to not be at the residence.
As she went to shut the back door, according to the affidavit of probable cause, Armstrong “attacked her, punching her in the head multiple times causing facial injuries.”
Police say the victim reported that Armstrong then took her upstairs “where he tied her hands and feet together using an extension cord,” continuing to hit her and blaming her “for all his previous arrests.”
The victim, the affidavit states, “thought the defendant was going to kill her.”
Police received medical records a few days later which revealed several facial fractures and other injuries.
The affidavit explains that a group of friends were concerned about the victim’s wellbeing and one of those friends made the call that resulted in the standoff.
Through further interviews, police were informed that the victim had made statements alleging that Armstrong had sexually assaulted her. The victim reported to another individual that Armstrong “attacked her, tied her up, cut her hair, attempted to strangle her and broke bones in her face.”
The victim reported to police that Armstrong had her tied for approximately an hour, threatened to kill her, poured fingernail polish remover on her and threatened to light her on fire in addition to a threat to shave her head.
She then told police that they engaged in sexual intercourse “which she felt was degrading due to the defendant’s actions.” One of her friends was knocking on the door during this and the victim told police she told the friend she was fine and to go home.
“The victim explained,” police allege, “that fearing the police were called, the defendant allowed her to leave the residence. As she left, the police had arrived.”
Armstrong faces charges at this docket of rape, aggravated assault, flight to avoid apprehension, unlawful restraint, terroristic threats, two counts of recklessly endangering another person resisting arrest and disorderly conduct, court records show.
In the wake of a preliminary arraignment, District Judge Raymond Zydonik set bail at $100,000. Armstrong remains behind bars at the Warren County Jail.
