Council moves ahead on riverfront property swap
The Warren City Council has agreed to a deal with a downtown developer that would see the city take ownership of a street in exchange for property and an easement along the riverfront.
Council tabled action last month on a proposal that would see the city take title to the concrete pad adjacent to the riverfront townhouses in exchange for taking possession of the street — Breeze Point Circle — around that development.
The deal would also give the city an easement for a trail behind the HIY, Inc. building along the riverfront adjacent to Breeze Point.
Council’s Monday action will direct staff to draft the documents to effectuate the transfer. The final documents will go back before council for consideration.
Public Works Director Mike Holtz said last month that the original intent when the Innovate Warren brought all that new construction downtown was for the city to accept the street, which doesn’t meet turning radius requirements to be eligible for state funding.
Re-paving work needed on the street was estimated in the range of $50,000.
The city currently owns the land where Breeze Point Circle is constructed.
The deal is with developer Robert Yoder.
Mayor Maurice Cashman noted on Monday that the deal hinges on all three – the street, pad and easement.
He noted that with only two of those the “whole agreement would go away. It all has to hang together.”
