One citizen speaks at public hearing

One member of the public addressed Warren City Council at Monday’s Budget Public Hearing. The concerns expressed were not numerical but pertained more to the procedure that reveals the numbers.

Pauline Steinmeyer, of Warren, brought council’s attention to the city Home Rule Charter, Article 10, Finance, Section 11, Subsection 1007 — Notice and Hearing.

Steinmeyer read the section which details how and when a copy of the budget must be published, what must be included and the timing of such. The section states: “The time, place and date, not less than 15 days after such publication, for a public meeting on the budget.”

Steinmeyer told the council members in attendance (Philip Gilbert and John Lewis) and Mayor Maurice Cashman that a “copy of the budget message was not available online or at the Warren Public Library until 2:30 p.m. Monday afternoon.”

Steinmeyer also addressed other concerns within the budget. With no response from council or further comment, Cashman adjourned the meeting.

According to published budget figures, total proposed revenue and expenses equate at $12,036,827. The four largest allotments in the general fund include: the city fire department ($4,662,667), the sewer fund ($2,843,914), the department of public works ($2,541,357) and finance and administrative services at $2,156,100.

The proposed budget is available for public viewing at the Municipal Building, 318 West Third Ave., Warren during regular business hours, online at cityofwarrenpa.gov/budget and in the Reference Room of the Warren Public Library, 205 Market St., Warren.
