Positions Available

A cleaning position and a part-time library worker are needed in the township. Anybody interested, contact the office at 968-3906.

The cleaning position is 20 hours or less a month and includes cleaning the entire building including the Municipal Authority office, the Fitch Disposal office, the township office and conference room, stairways and hallways and the library. The part-time library position is around 20 hours a month as well.

Anybody interested can pick up an application outside the township office on the second floor of the building or contact the office at the number above.

Yoga Class

A perfect way to relieve some of the holiday stress is Melissa’s yoga class on Tuesday at 6 p.m. at the Sheffield Lion’s Den. This class is a donation only. Bring your mat and enjoy a calm, relaxing and peaceful environment.

Food Pantry

Backpack Program

The Sheffield Area Ecumenical Food Pantry along with Second Harvest Food Bank and the Warren County School District are working together to feed school children on the weekends. The pilot program is beginning at the Allegheny Valley Elementary School on Nov. 27.

Eligible students who sign up will receive eight items of food to take home on Fridays for breakfast, lunch, and dinner on Saturday and Sundays. The cost is $150 per child per year. The Sheffield Area Food Pantry has gone out on faith to sponsor 50 children for one year for $7,500. The goal is to make this program available to all eligible children who sign up, possibly 120 children for $18,000. Over 60 percent of the students at Allegheny Valley Elementary School are eligible for reduced or free lunches and this backpack program.

Monetary donations small and large are welcomed. Send donations to Sheffield Food Pantry, PO Box 721, Sheffield, PA 16347. Make checks payable to Sheffield Food Pantry and indicate Backpack.

The Sheffield Area Ecumenical Food Pantry is comprised of the following area churches: Bethany Evangelical Lutheran Church, Grace Bible Church, Sheffield and Barnes Larger Parish of The United Methodist Church, St. Anthony’s Roman Catholic Church, St. Michael’s Byzantine Catholic Church, Cherry Grove Community Chapel, Trinity United Methodist Church and Victory Baptist Church in Clarendon, and Tiona United Methodist Church.

Thanksgiving

A Community Thanksgiving Dinner will be served at the Sheffield United Methodist Church on Thursday, Nov. 28 Thanksgiving Day. Take-outs and deliveries are available if pre-ordered by calling Sandy at 814-319-6168 and dinner will be served from 1 to 3 p.m. Cost of this is a donation only.

Downtown Sheffield

Saturday, Nov. 30 after the Black Friday sales are over the downtown of Sheffield will be busy with the Small Business Saturday festivities. The Main Street Artisans, Allegheny Cellars Winery and Presents and Posies will be giving discounts.

Also during Small Business Saturday at the Sheffield Lions Club from 9 a.m. to 3 p.m. will be the following local vendors: Kelly’s Sewn Creations, Origami Owl- Stephanie Lindberg, Pampered Chef-Sara Korchak, BeautiControl-Jenelle Johnson and Natalie Arnold, Peggy’s Handmade Jewelry, Artsy Stuff with Mary Coudriet, Thirty-one-Kristy Rieck and Melanie’s Sew Shop and Sundae Toppings and more vendors are being added.

The Sheffield Rod & Gun Club annual Turkey Party is tonight from 4 to 8 p.m. There will be games of chance for cash, steaks, hams and turkeys. Gun raffle begins at 8 p.m. Door prizes will be drawn every 30 minutes. One free door prize ticket will be given to each individual that attends. The Rod & Gun Club is located at 1964 Austin Hill Road.

The menu for the week will be: Monday, goulash tossed salad with homemade dressing and pineapple upside down cake. We will be closed Friday also.

Monday will bring blood pressure screening from 10 a.m. to noon by Kane Home Health. After lunch we will have the drawing for the Thanksgiving Basket worth over $250 with a $50 bill and $95 gift cards. This will also be our monthly 50/50 drawing.

Supervisors back

Vacation Bureau

Supervisor McMillen stated that each of you are here for the same reason I will give you each no more than 5 minutes to speak. John Eggleston, Warren County Commissioners stated that the commissioners receive more complaints on the Visitor’s Bureau than any other complaints on anything else. They have had over $1 million in the last 10 years to work with and he feels that they have done a very poor job in the use of these funds. Jim Decker handed out independent audits from Hanes & Co for the WCCBI. Supervisor McMillen asked if the Visitor’s Bureau if they have an independent audit of their funds as well. John McGraw stated that audited statements were done when the Visitors Bureau was funded with state funds, but since they are no longer the recipient of state funds an audit hasn’t been done. He stated that the commissioners didn’t care nor did they ask for an audit. However an audit is currently being done at this time. Jim Decker stated that a recipient of the hotel bed tax by law has to have an annual audit as one of its requirements. Joanne Culbertson stated that the Visitor’s Bureau is never opened. She feels that it should be closed down and go back to the Chamber and save money. Alan Chapel stated that the Supervisors know how he feels. Supervisor McMillen spoke to Mr. Chapel in regards to the letter that was received by the Supervisors from Mr. Chapel in which he stated that it’s the business of the chamber to bring business into the County not to promote businesses. Supervisor Labesky stated speaking of your letter Mr. Chapel, you questioned the credentials of the Supervisors of Sheffield Township. I personally asked you about the qualifications of your WCCBI Tourism Director and he stated it was appalling to ask the question. I spent my whole entire life recruiting people for jobs. You wanted to know what the qualifications were to be a Supervisors, Mr. McMillen is serving his 5th 6 year term as a supervisor. More than 30 years of service to the community. He operated McMillen Lumber for 40 years a multi-million dollar business hiring 40-50 employees. Also he was a volunteer fireman for 40 years. Mr. Bulicz is a graduate of Indiana University with a degree in accounting. Tom has about 25 years of work experience in the accounting field working with large multi-million dollar payrolls. Tom is also in charge of the Sheffield Ambulance Service for the last 20 years. He is serving his 3rd 6 year term. Mr. Labesky stated that he has a BS degree from Edinboro University and a Master’s Degree from Shippensburg University and US Army Leadership School. He spent his entire working career with the Pennsylvania Department of Labor & Industry working as a counselor, supervisor and manager of the Warren Job Center in Warren. He also was an officer in the Sports Boosters and the Sheffield Rod & Gun Club for many years and is serving his 4th 6 year term. To question our qualifications as supervisors is appalling. Mr. Labesky also stated that there has been no tax increase in Sheffield Township for more than 20 years and during the past 20 years we have received more than 2 million dollars in grants. And you question our ability to govern. If we weren’t doing our jobs we would not be re-elected. Mr. Chapel publically apologized to the Supervisors and Supervisor McMillen apologized to Mr. Chapel for calling him a republican, which is not what was said. Mr. McMillen referred to the issue at hand as being political. There seems to be a democratic side and a republican side. Chuck Johnson handed the Supervisors several pieces of advertisement that the Visitor’s Bureau puts out with the help of a wonderful graphic artist. Tom Heenan stated that we wouldn’t be here if it wasn’t for the individuals who have invested their own hard earned money to build these private hotels. Are we perfect in promoting business, no. Is Jim Decker doing his job? The WCVB is doing everything they can to promote tourism in Warren County. Supervisor McMillen thanked everyone for their opinions.

Resolution No. 413, stating we do not concur with the change in designation to WCCBI as the Recognized Tourism Promotion Agency for Warren County and that we support Warren County Visitor Bureau as the Recognized Tourist Promotion Agency for Warren County was adopted with a motion by Supervisor Bulicz, seconded by Supervisor Labesky and duly carried.

Sandra Kurzrok of Linda Goldthwaite’s apartment building was present complaining about the MNM Properties, which owns the Sheffield Apartments at 9 Center Street. Ms. Kurzrok had pictures of this property. There is siding coming off the property, pigeon nests and feces in the top of the property, accumulation of garbage and rubbish behind it, electrical wires hanging from the electric box. She said this place is a nuisance and wondered what Chief Madigan found when he entered the apartment. The Secretary informed Ms. Kurzrok that a violation letter was sent to him in regards to the cock roaches but didn’t know if the Chief had entered the building. Supervisor McMillen informed Ms. Kurzrok that he will be speaking with the Chief and showing him the pictures and asking him to take care of this property.

Chuck Johnson of Saybrook asked the Supervisors what was going on with our town cop. Everybody is complaining about never seeing him. Supervisor McMillen stated that do you see anybody here complaining about him besides you. If there is a problem, come to a meeting and complain to us.

R.B. Holmes Logging of Youngsville will be removing 9 loads of logs off of Hathaway Lane. Supervisor Labesky will have Dan Thayer video this road.

Judy Sadler has resigned as the librarian’s aide. Her last day of employment will be November 19 and Cindy Stiegel, our cleaning lady is leaving her position with the township. Both of these vacancies will be advertised.

Other matters discussed during the Township meeting were as follows:

– City of Warren forwards the month of October building permits. Warren County School District for a new electrical service at the High School.

– CDBG applications for 2014 has been received in the office and the deadline to file them is January 10, 2014.

– Meeting has been set up with the Food Pantry board of directors for Friday, at 1PM. Possibly re-locating the food pantry out of the basement of the Smith Center will be discussed.

-The pre-construction meeting with PennDOT, Supervisors and L.C. Whitford is set for Wednesday, December 4th at 10AM at the Township Conference Room.
