It is likely that the state General Assembly will, at some point, get together on a final version of legislation banning the use of cell phones in schools during the school day.
Given the experience of neighboring states, including New York, we have a hard time believing the state Legislature hasn't yet come to agreement. But, sooner or later Pennsylvania will end up adding the commonwealth to the list of states that limit student cell phone use.
Unlike the legislature, which has shown no problem with not meeting deadlines on small things like the state budget, school districts like Warren County have a hard and fast deadline to meet if they are going to take action on student cell phone use. The start of the school year is coming whether or not the General Assembly passes a final version of a student cell phone ban or not.
That's why, in our opinion, the Warren County School District Board of Education should make a decision on its student cell phone policy during its August meeting. Board members know the case for student cell phone limits: classroom distractions, excessive screen time, the effects of social media on student mental health and the challenge teachers face in keeping students focused during instructional time. They are also unlikely to hear any convincing new argument against at least some sort of limits on student cell phone use.
The Warren County school board needs to take action on limits in August if it wants to implement a ban in time for the start of the 2026-27 school year. This is the very essence of local control. If the school district has a policy ready it should act. We have a feeling it will meet the state's policy, whenever the state finally approves one. More important is giving students and parents time to get ready for limits on cell phone use. It would be better for the decision to be made now, with a few weeks of summer vacation remaining for parents and students to prepare for the change.
