Our opinion: How long is Warren Worx leash?

There have been some successes over the past year under the Warren Worx umbrella.

Kinzua Rocks the Wake, which has included Warren Worx, was an unquestioned success. The event could return next fall. Bringing back a rib festival to downtown Warren will be a nice event to get people out and about for a few days in the summer. Boosting wifi connectivity in rural areas is a plus. Helping smaller townships and boroughs undertake planning activities that could bring in grants and state funding for revitalization efforts is a good thing for someone to be doing. A countywide housing study has long been needed. Those are all good things.

But, as we’ve noted in this space before, these accomplishments over the past year really could have been accomplished by existing organizations like WCCBI and the Warren County Visitors’ Bureau. As Jim Decker and Jenny Phillips, Warren Worx marketing director, go to the Warren City Council and Warren County Commissioners to ask for another year of government funding for the initiative, two questions haven’t yet been asked – how are we judging whether or not these marketing efforts are successful and how long should local taxpayers be on the hook for marketing efforts?

New events and getting everybody rowing in the same direction are nice, but we shouldn’t forget that the real impetus for Warren Worx is reversing job losses and population losses. Warren Worx is asking for $100,000 from both the city of Warren and Warren County to support a $441,000 budget for 2026. While Decker requested $100,000 from the city of Warren, some council members want to include $75,000 in the city budget while encouraging smaller townships and boroughs to contribute more to the Warren Worx effort. If the city and county contribute $175,000 toward Warren Worx in 2026, that will mean local government funding equals 42.7% of Warren Worx’ revenue. If that funding ends up being $200,000, then the local government is funding 48.8% of the program for 2026. While Warren Worx has given updates to local government funders, in our opinion the agency should provide a detailed budget of profit and loss and expenditures to be completely transparent since the organization is asking for, and so far receiving, a sizable amount of taxpayer dollars.

It should go without saying that the city and county can’t foot half of the bill for Warren Worx forever. It should also go without saying that there needs to be a serious discussion of how we judge whether or not Warren Worx’ attraction efforts are successful. Remember, tourism skyrocketed in 2024 without Warren Worx being part of the mix. We can do tourism. What we’ve struggled with is population loss and large-scale new business development.

It’s unrealistic to expect Warren County’s population loss to be reversed in a year or two, but how long should we give this round of attraction efforts? Is five years long enough? And how much population gain is enough to justify the expense?

No one wants to be asked these questions – but sooner or later taxpayers will need them to be answered.
