Our opinion: Figure out plan for riverfront
There is a lot of interest in plans for the future of Warren’s riverfront.
That’s understandable. The thought of new amenities downtown and the possibilities they raise for new development, new businesses and new offerings for those who live here are exciting.
But the time is here to have a concrete plan rather than ideas that change depending on which way the wind is blowing.
Two new proposals were presented to Warren City Council members last week that would transform the scope of the boat launch that is currently supposed to be built at the base of Liberty Street along with parking and infrastructure improvements. So far, $3 million has been committed to the project. There are two years before American Rescue Plan Act funding committed to riverfront development has to be spent.
The Warren County Chamber of Business and Industry engaged S20 Engineering of Colorado. That planning process suggested moving the power boat launch from Liberty Street upstream to the confluence with Conewango Creek at the base of Market Street. That project would cost $2 million and could also include a splash pad at Breeze Point Park Landing, parking, a general assembly area, a cantilevered deck for a walkway along the river and boulder terrace bank. There would also be canoe and kayak access in that area.
Both the existing plans for the boat launch at the base of Liberty Street and the ideas presented last week by WCCBI are interesting. We should find a way to appeal to as many different types of people as possible with riverfront development, so it’s hard to quibble with WCCBI’s engagement with S20.
But while we talk, time is ticking away. Deadlines are looming in the not-to-distant horizon. It’s nearing time to stop planning and to start executing.
