Our opinion: Pandemic fund proposal a ‘fantasy’

As is always the case with proposals that cost $1.7 billion, the devil is in the details.

Gov. Tom Wolf is proposing a plan for $1.7 billion in pandemic funds. And many of its provision need much more elaboration before anyone should conclude that they are good ideas.

The proposal includes $500 million to help families pay for child care, household expenses and classes and training to further their careers.

What are the criteria for eligibility? What kind of classes and training would qualify?

Will a stream of public funding for child care lead providers to charge more, as the U.S. saw when federal student loans and grants preceded a climate of frequent and steep tuition hikes? What measures account for that possibility and prevent it?

The proposal includes $225 million in small business grants for operating and other expenses.

What safeguards will the program have to steer the money in the most effective direction?

What criteria will businesses have to meet to receive grants? Will businesses that offer better wages and benefits be prioritized?

Until the Wolf Administration begins to answer these questions, Republicans are right to say the proposals come from a “fiscal fantasy land.”
