Sink or swim with launch?

Just finished the Oct. 13 article about the boat launch that will apparently save all of Warren’s problems.
Warren will have more than $500,000 a year in economic impact as a conservative estimate based on 10,000 launches. Wow, that’s great, only problem I see is that is 27.3 launches a day for the entire year.
This would be dead of winter with ice, snow and maybe even a high of only 10 degrees or so. The best time of year, first of April to end of October is about 210 days, This does not include possible snow and cold in April or October.
Also with heavy downpours and river bank full when people will not go on the river. Using the 210-day figure and 10,000 launches this comes out to 47.6 per day. If the city is to make $500,000 from this scheme (scam), how much will it cost to use this gold-plated ramp?
Who gets to pocket the money? Will this money be used to help keep Warren taxes down? How about county taxes seeing as they want county money also to help pay for it.
