Flood maps

This letter concerns the article in the April 11th paper concerning the ANF and USACE agreements.
I was absolutely shocked to read that the USACE flood inundation maps, showing the levels of flooding if there was a catastrophic failure of the Kinzua Dam, cannot be disclosed to the public. I cannot think of a valid reason for this. Who would be more interested in this information than someone that could conceivably be in this flood zone? Additionally, the costs of the USACE producing these maps is paid by the taxpayer, who should be entitled to access this information.
