She was born on February 7, 1950, in Jamestown, NY, the daughter of the late Merle and Elizabeth Barton Devereaux Kipple. She attended Eisenhower High School and Erie Barber School Inc., earning her degree in 1976. Carlene owned and operated Carlene Cochran’s Barber Shop in Sheffield, PA, retiring after 38 years in 2015. Carlene was an avid gardener and enjoyed canning.
