The Warren County School District Board of Directors is scheduled to meet today and consider an agenda that includes student discipline and electronic-device policies, staffing requests, career education agreements and several financial matters.
Among the items before the board are proposed changes to district policies governing student use of electronic devices and discipline. The board is being asked to waive the usual policy review requirements and consider its new policy on first and second reading,
The proposed policy prohibits the use of electronic devices during the school day for kindergarten through eighth grade and during instructional times for those in grades nine through 12.
The board also will consider revisions to Policy 10510, the district’s Discipline Code, on first and second reading. A separate revision to Policy 5506, Individual Food Service Accounts, is scheduled for second reading.
Several staffing-related matters are included on the agenda.
The board is being asked to approve two new special education paraprofessional positions, as well as a new secretary position.
The agenda also includes a proposed Memorandum of Agreement with the Warren County Educational Support Personnel Association concerning paraprofessionals in classrooms.
In addition, the board will consider 1.7% contractual salary adjustments for the superintendent, board treasurer, ACT 93 certificated and non-certificated employees, board secretary and administrative support employees. The proposed increases would be retroactive to July 1, 2026.
The board is scheduled to consider several agreements designed to provide students with opportunities to earn college credit.
Annual articulation agreements with Thaddeus Stevens College would allow Warren County Career Center students to earn post-secondary credit for equivalent coursework after demonstrating mastery of agreed-upon competencies. Programs listed include welding, auto body collision, information technology, pre-engineering and building construction.
The district is also considering articulation agreements with Penn College, covering programs including auto collision, automotive technology, building and construction, culinary, protective services, health and medical assisting and machine technology.
Renewal agreements for dual enrollment are also on the agenda with Mercyhurst University and Northern Pennsylvania Regional College, allowing high school students to earn both high school and college credit for eligible courses.
The board will consider a memorandum of understanding with the Women’s Care Center to provide health instruction for students in grades five, seven and nine. According to the agenda, instruction would address topics including whole-person health, personal development, relationships, communication, decision-making and media awareness.
Another proposed agreement would bring art therapy services from Family Services of Warren County into the educational environment. The district agenda states the services would support students’ social-emotional and behavioral needs and would be provided at no cost to the district during the July 1 through Dec. 31 term of the agreement.
The board also will consider an agreement with the Center of Hearing Deaf Services for sign-language interpreting and transliterating services for students who are deaf or hard of hearing.
The board is also scheduled to consider a Flex Lase handheld laser welding system purchase funded through a grant from the Richard T. Betts Family Foundation, and acceptance forms for two foreign exchange students who would attend Warren Area High School during the 2026-27 school year.
The district has scheduled its next Committee of the Whole meeting for Sept. 28., followed by a regular board meeting Oct. 12.
