A Warren man who has been in the Warren County Prison since January has been sentenced to serve prison time after not complying with the state’s sex offender registration laws.
Robert Phelps, according to the state Megan’s Law website, is listed as a Tier 3 sexual offender after being found guilty of involuntary deviate sexual intercourse in 2013 in an incident that involved a minor. The Tier 3 designation requires Tier 3 of Pennsylvania’s Megan's Law (governed by the state’s implementation of the Sex Offender Registration and Notification Act) requires individuals convicted of the most serious sex offenses to register for life and appear in person every 90 days (quarterly) to verify their information. Offenders must report in person within three business days if they change their residence, phone number, employment, or school enrollment status.
Phelps was charged in January with failure to verify address/be photographed. He was sentenced recently by Judge Todd Woodin in the Court of Common Pleas to 24 to 48 months of confinement, with credit for 233 days time served.
Sentencing for Jeffrey Keener, 49, was continued until Sept. 25. Keener pleaded guilty in July to two misdemeanor charges on a pair of dockets, though the two felony charges filed against Keener weren't prosecuted. The Youngsville man pleaded guilty on the first docket to a charge of terroristic threats with intent to terrorize another, while charges of unlawful restraint/serious bodily injury, possession of an instrument of crime with intent, simple assault, recklessly endangering the welfare of another person, false imprisonment and harassment not prosecuted.
On a second docket, Keener pleaded guilty to recklessly endangering another person while felony charges of aggravated assault and discharge of a firearm into an occupied structure, as well as misdemeanor charges of terroristic threats with intent to terrorize another, possession of a weapon, simple assault and disorderly conduct were not prosecuted.
Other sentences handed down recently in the Court of Common Pleas include:
– Robert Urbanski, 74, of Warren was sentenced by Woodin to pay a $300 fine after pleading guilty to harassment.
– Robert M. Eyler, 35, of Warren was sentenced to five years of probation after pleading guilty to a misdemeanor charge of indecent exposure – Kristin R. Hughan, 49, of Warren was sentenced to six months of probation after pleading guilty to DUI: general impairment/incapable of driving safely – first offense and a traffic citation. She was also sentenced to pay $500 in fines and community service. On a second docket, Hughan was sentenced to an additional five years of probation after pleading guilty to DUI: controlled substance – schedule 1 – second offense. She was also sentenced on the second docket to electronic monitoring and $1,500 in fines.
– Devin L. Kreitzbender, 20, of Youngsville was sentenced to two years of probation after pleading guilty to one count of corruption of minors. Kreitzbender was also sentenced to pay a $1,000 fine and to community service.
– Christopher J. Graves, 37, of Erie was sentenced to five years of probation after pleading guilty to DUI: general impairment/incapable of driving safely – first offense. Graves was also sentenced to participate in an Alcohol Highway Safety School, attend a Victim’s Impact Panel and to pay $1,000 in fines.
– Robert Bethea, 22, of Sheffield was sentenced to two years of probation after pleading guilty to second-degree misdemeanor strangulation. Bethea was also sentenced to pay a $500 fine.
