The Warren County School District Board of Directors is scheduled to consider a wide-ranging agenda Monday, one day before the first day of the 2026-27 school, including updated rules governing student electronic devices, new special education positions, college-credit opportunities and several facilities and financial matters.
The Committee of the Whole meeting is scheduled for 6 p.m., and one of the most notable items is information on a policy for Student Use of Electronic Devices, along with accompanying administrative procedures.
The board will review different versions of the procedure, one which would allow students to use their electronic devices during non-instructional times, including breakfast, lunch and between classes, the other states that students would generally be prohibited from using electronic devices during the school day. Devices would be required to remain powered off and put away while students are in school buildings or on district property, with exceptions for documented medical needs, Individualized Education Programs or Section 504 agreements and situations approved by building administrators.
The procedures also spell out a discipline system for violations. A first offense would result in a verbal warning and the device being sent to the office, with the student allowed to retrieve it at the end of the school day. Subsequent offenses could result in detention and the phone being checked into and out of the office for a designated number of school days.
The board also is scheduled to consider personnel recommendations, including certificated and support staff reports, new bus drivers, athletic and co-curricular contracts and two requests for new special education paraprofessional positions.
Several items would expand or renew opportunities for Warren County Career Center and district students to earn college credit.
The board is scheduled to consider annual articulation agreements with Thaddeus Stevens College of Technology covering coursework in areas including welding, auto body collision, information technology, pre-engineering and building construction.
Agreements with Pennsylvania College of Technology would provide similar opportunities in auto collision, automotive technology, building and construction, culinary arts, protective services, health and medical assisting and machine technology.
The district also plans to renew dual-enrollment agreements with Mercyhurst University and Northern Pennsylvania Regional College. Those agreements allow high school students to earn both high school and college credit for eligible courses.
The board will consider a proposal from Seth Structural Engineering for engineering services related to entrance repairs at Beaty Warren Middle School.
The district also will consider snow-removal contracts for several schools. The proposed agreements would award work to Bosko Excavating & Services LLC for Sheffield Area Elementary Middle School and Youngsville Elementary Middle School, and to Blue Line Concrete for Eisenhower Elementary School and Eisenhower Middle High School.
The Committee of the Whole meeting is scheduled to include public comment and an executive session before adjournment. The board’s next meeting is scheduled for Monday, Sept. 28, at 6 p.m.
