Council to hold hearing on CDBG funding, get update on property

Warren City Council will hold a public hearing and regular meeting Monday with community development funding, traffic regulations and the status of 231-237 PA Avenue West among the items on the agenda.
The meeting will begin with a public hearing on the city's proposed Federal Fiscal Year 2026 Community Development Block Grant (CDBG) application.
The proposed use of CDBG funding is for improvements to Hammond Street under the Street/Road Improvements activity.
Residents will have an opportunity to comment on the proposed activities and the CDBG program in general during the hearing. Written comments also may be submitted to city offices through Sept. 4.
The comments and concerns received will be reviewed before the application is presented to City Council for consideration at its September 21 regular meeting.
Following the public hearing, council will conduct its regular meeting, where council will recognize Joseph Sproveri, the city’s retiring chief of police.
Among the major business items is an update on the property at 231-237 PA Avenue West. The chair of the Redevelopment Authority is scheduled to provide an overview of events involving the property from October 2024 through the present.
Council also will consider a proposed annual Fair Housing Resolution, which is required by the Pennsylvania Department of Community and Economic Development.
Two proposed ordinances involving truck traffic and parking also are on the agenda.
One ordinance would prohibit truck traffic on South South Street between PA Avenue East and Lexington Avenue.
The second would establish a no-parking area along the south curb of Lexington Avenue, extending from the west curb of South Irvine Street to a point 85 feet west. According to the agenda, the restriction is intended to improve the turning radius for trucks traveling to and from Lexington Avenue at its intersection with South Irvine Street.
Council is also scheduled to receive updates from the Comprehensive Plan Task Force, the Council of Governments, Riverfront Development and Warren Worx.
The meeting will begin at 7 p.m. in the Council Chambers of the Warren Municipal Building.
