Warren man charged with raping child

A Warren man has been jailed on $250,000 bail after being accused by the State Police at Warren of 22 felony charges that include rape of a child.

David M. Lorenz, 38, of Warren was arraigned Friday by Magisterial District Court Judge Daniel Miller after charges were filed Thursday by the State Police. Miller set bail at $250,000 and Lorenz was taken to the Warren County Prison after being unable to post bail, according to online court docket information.

Charges filed include: three counts of first-degree felony rape of a child, three counts of first-degree felony statutory sexual assault – 11 years older; three counts of first-degree felony involuntary deviate sexual intercourse with a child; three counts of second-degree felony incest of minor – complainant under 13 years of age; two counts of second-degree felony aggravated indecent assault – complainant less than 13 years of age; two counts of second-degree felony aggravated indecent assault without consent; three counts of third-degree felony indecent assault person less than 13 years of age and three counts of third-degree felony corruption of minors – defendant age 18 or above.

The investigation began on June 1 when the State Police at Warren received a CY-104 notice from a girl who said she had been assaulted. A forensic interview was conducted with the girl at the Erie County Children’s Advocacy Center on June 8. The girl was allegedly between 5 and 7 years of age when was allegedly abused.

First-degree rape of a child is punishable by 40 years to life in prison and a fine of up to $25,000. Beyond incarceration and fines, individuals convicted of these offenses are also subject to mandatory lifetime registration as a Tier III sex offender under the Pennsylvania State Police Megan’s Law website. Courts may also mandate that the offender pay for the victim’s counseling.

Under the state’s sex offender registration law, known as Megan’s Law, a Tier 3 classification designates an individual as a high risk of re-offending, presenting a significant threat to public safety. A Tier 3 classification results in lifetime registry and frequent, in-person check-ins (often quarterly) with local authorities. It mandates aggressive community notification, including direct alerts to neighbors, schools, and local organizations.
