A Warren man has been jailed on $100,000 bail after a series of felony charges related to an alleged child rape were filed against him on Friday.

Justin A. English, 22, was arraigned Friday by Magisterial District Judge Raymond Zydonik on four counts of first-degree rape of a child, five counts of first-degree felony involuntary deviate sexual intercourse with a child, five counts of second-degree felony statutory sexual assault: 4-8 years older, two counts of second-degree felony complainant less than 13 years old; two counts of second-degree felony aggravated indecent assault without consent, three counts of third-degree felony corruption of minors – defendant age 18 or above, and nine counts of third-degree felony indecent assault person less than 13 years of age.

According to online court docket information, English was taken to the Warren County Prison on Friday after he couldn’t post bail. English is scheduled to be back in court Wednesday for a preliminary hearing in front of Zydonik.

Warren City Police began their investigation after receiving a CY-104 report from a person who said they had been sexually assaulted. The CY-104 form is a report Suspected Child Abuse to Law Enforcement Officials used by county Children and Youth agencies. Caseworkers are legally required to complete and transmit the document to local police and the county district attorney. The document provides a summary of the suspected abuse, identifying details. Relationships and a description of any observed injuries or safety concerns.

A forensic interview was conducted with a 15-year-old at the Warren County Children’s Advocacy Center in mid-June during which the youth described alleged incidents of abuse that began when the youth was 9 years old. The alleged incidents took place at addresses in Warren as well as Youngsville, a campsite in Sheffield and at a Conewango Township home.

“Based on the aforementioned facts and circumstances, I respectfully request the defendant to answer to the above listed charges,” the affidavit states.

Conviction of first-degree felony child rape can carry a sentence of between 10 and 40 years in prison. Convictions require lifetime registration as a sex offender under Pennsylvania’s Megan’s Law.
