A Falconer man convicted of sexual misconduct in New York in 2018 has pleaded guilty to a charge of failing to register with the Pennsylvania State Police.

Armando Rosario of Falconer was originally charged in November 2025 with felony failure to provide accurate registration information and second-degree felony failure to register with the Pennsylvania State Police by Conewango Township Police. Rosario pleaded guilty last week to the second-degree felony charge while the first-degree felony was not prosecuted. Jury selection in advance of a possible September trial date had been scheduled in June, but Rosario pleaded guilty in front of President Judge Gregory Hammond in the Court of Common Pleas on July 14 instead.

In Pennsylvania, a second-degree felony conviction for failing to register with the Pennsylvania State Police under Megan’s Law carries a maximum penalty of up to 10 years in prison and a fine of up to $25,000. Rosario had been found guilty of sexual misconduct in New York state on Aug. 18, 2016, prompting his registry listing on Pennsylvania’s Megan’s Law website.

In 2019, Rosario pleaded guilty to charges of intent to deliver and criminal use of a communication facility after selling methamphetamine in Warren County in 2016. He was sentenced to between 2.25 years and 6.75 months of confinement by Hammond in 2019, with credit for 492 days time served, with the sentences to be served consecutively.

Two additional guilty pleas were entered July 14 in front of Judge Hammond:

– Tammy S. Wester of Clarendon pleaded guilty to a charge of harassment while a charge of simple assault was not prosecuted. Wester was charged in 2025 after an incident in Clarendon in which she engaged in a verbal argument with another woman. During the argument, Wester allegedly pushed the other woman,who then fell and broke two ribs.

– Paul Ploss, 43, of Warren pleaded guilty to a charge of obstructing administration of law/other government function while charges of resisting arrest/other law enforcement and flight to avoid apprehension/trial/punishment were not prosecuted.
