The Warren City Council has created a new no-parking zone on Glenwood Street.

The council unanimously approved an ordinance establishing a no-parking zone along a portion of Glenwood Street following a recent street reconstruction project funded through the Community Development Block Grant program.

Police Chief Joseph Sproveri explained that new curbing narrowed the roadway, making it difficult for garbage trucks and other large vehicles to navigate the sharp 90-degree turn when vehicles are parked nearby.

Several council members noted the area has long presented challenges for larger vehicles, even before the street improvements.

Council members also unanimously approved a resolution appointing Stapleford Law Office LLC as the city’s solicitor following the dissolution of Stapleford & Byham LLC on July 1. City officials said attorney Andrea Stapleford will continue providing legal services through her new firm for the remainder of 2026, with no changes to the city’s legal fees.

The council unanimously approved settlement agreements in 10 property tax assessment appeals involving several commercial and private property owners.

During discussion, mayor David Wortman, who was present via video call, emphasized that the city has limited authority in the process once the county and school district agree to the revised assessments.

City Solicitor Andrea Stapleford, who also appeared by video call, agreed, stating challenging the settlements independently would likely be costly and unsuccessful.

Council authorized the disposal of a 17-year-old Ford F-350 dump truck that is no longer practical for city operations after newer equipment was added to the Department of Public Works.

The motion passed unanimously.

Committee updates highlighted the success of this year’s Ribfest, which officials described as a strong return for the event. Organizer Randall Rossey reported all three participating rib vendors have committed to returning in 2027, with the festival expected to again take place during the final weekend of June.

Council members also praised the city’s Fourth of July festivities, thanking Department of Public Works employees, police, firefighters, volunteers and downtown businesses for their efforts.
